- SOW The Library will host a site visit on the afternoon of Tuesday, September 26th, 2017 at the James Madison Building at the Library of Congress' Capitol Hill Campus in Washington, D.C. where the anticipated contract tasks will be performed. Vendors will be able to inspect the work site and ask questions about the tasks and work to be performed under the resulting contract. Interested vendors should RSVP to both James Graham at jgraha@loc.gov and Jacob von Reyn at jare@loc.gov by 12:00 pm (noon) on Monday, September 25th, 2017. THIS SOURCES SOUGHT POSTING IS NOT A REQUEST FOR PROPOSAL: Background A retrospective conversion contractor is needed to convert cataloging data on printed catalog cards in the Rare Book and Special Collections Division (RBSCD) Shelflist (RSL) and the Special Files into online MARC records for the Library of Congress Voyager Online Catalog. The Government anticipates a single-award, Indefinite Delivery Indefinite Quantity (IDIQ) Contract with Firm-Fixed Price Orders. Anticipated Period of Performance: five years Sources Sought Instructions This sources sought is a market research tool being used to (a) solicit industry input on the attached draft Statement of Work (SOW) and Retrospective Conversion document and (b) determine potential sources that are capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). Specifically, the Library wishes industry feedback on the following questions: 1. Does your company have experience with providing retrospective conversion as described in the attached SOW? Is your company able to guarantee the availability of the required technician and project management staff throughout the entire project to ensure completion within the specified period of performance? 2. Is the draft SOW clear and comprehensive enough for offers to be made? Please provide feedback on areas of the SOW that need clarification and/or more information; specifically any barriers to free and open competition and any text in the sow that is vague or unclear to prospective offerors. Interested parties are invited to submit a capability statement package, including responses to questions, inputs to the draft SOW, and relevant experience and expertise. All responses must include the following information: Company Name; Company Address; and Point-of-Contact (POC) name, phone number, and e-mail address. There is no page limit to this response.
