Description
REQUEST FOR INFORMATION Department of Veterans Affairs substance use disorder pilot program inclusive of project management oversight, patient care model, and an open source mobile medical digital application solution and maintenance of the solution. This is a Request for Information (RFI) only. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan (TEP), Request for Quotation, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This RFI does not constitute a solicitation for quotes/proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Any Service-Disabled Veteran-owned small businesses (SDVOSBs) or Veteran-owned small businesses (VOSBs) responding to this RFI must include their intent and ability to meet set-aside requirements for performance of this effort in accordance with the Department of Veterans Affairs (VA) Acquisition Regulation (VAAR) 852.219-10 or 852.219-11, VA Notice of Total SDVOSB/VOSB Set-Aside; specifically the requirement for at least 50% of the cost of manufacturing of the required software and associated maintenance support services be performed by yourself and/or other eligible/verified SDVOSB/VOSB concerns; and verification from the VA Center for Verification and Evaluation. It is requested that all companies interested in participating in this effort please note their interest and provide indication of their respective capabilities to perform the effort described in the paragraphs below. The purpose of this RFI is to identify qualified contractors who are able to meet VA s some or all of the requirements identified in the attached performance work statement (PWS) for substance use disorder project management oversight, patient care model, mobile medical application for a proof of concept. The initial base period requires a completed proof of concept model within nine months, with an additional option to extend the term of the contract if VA requires expansion of the model to additional sites. The Government is interested in a single solution, but may consider an acquisition strategy for a single or group of requirements. Specifically for the mobile medical application, VA requires a solution (outlined below) that is based on open source (i.e., no license fees, ever, with interim source-code drops and a final, fully documented package at the conclusion of the effort) that will enhance the exchange of patient information into the VA s electronic health record (EHR) system (VistA) and improve case management and care coordination for patients. Configure the digital application Maintain the application on a HIPPA compliant server Integrate the digital application with VistA/EHR Obtain necessary security certifications working with VA personnel Deploy the application across the demonstration sites Operate the support system for the digital application as an integral part of clinical operations The draft PWS is attached. In addition, it is requested that the vendor respond to the following questions: Provide a summary of your technical capabilities to meet the requirements detailed in the draft PWS. Identify the specific areas of the PWS that your organization can meet. Indicate the likelihood of your company responding to a solicitation should this effort be released on FBO. Note: Small businesses should include intent and ability to meet set-aside requirements for performance of this effort, if applicable. Include the company profile. At a minimum, include history, business size, socioeconomic category, and applicable North American Industry Classification [NAICS]. The response should also include a list of all subcontractors anticipated and their respective role(s) in the performance of this requirement. The NAICS code considered for this requirement is 541990. Please indicate your business size standard and comment on the appropriate use of this code. You may recommend another code if you deem it more appropriate; however, please provide your rationale. Has the draft PWS provided sufficient detail to describe the technical and functional requirements that encompass the desired solution? ______ YES _______ NO (if No, answer question e) If No, please provide your technical and functional comments/recommendations on elements of the draft PWS that may contribute to a more accurate, cost efficient solution?
