- Advertisement Expressions of Interest Sought The Department of Veterans Affairs ( VA ) is seeking expressions of interest from potential sources for clinic space in Lowell, Massachusetts. The Government is considering whether to remain in its existing leased space or relocate to alternative space, if it would be economically advantageous for the Government. The Government will consider relocation if alternative space can satisfy the Government s requirements and costs including, but not limited to, rent, tenant improvements, physical move, above-standard/specialized alterations/equipment, furniture relocation, telecommunications, and other related costs will be considered. The costs for improvements are at the expense of the offeror. If alternative space is not identified VA intends to enter a sole source procurement with the incumbent landlord at the existing CBOC facility. The current Standstill Lease agreement will expire on September 30, 2017. VA seeks to lease approximately 38,500 rentable square feet yielding 35,163 net usable square feet of contiguous clinical space on one story with the exclusive right to the use of 95 parking spaces, including 13 handicapped compliant spaces. Parking must be paved, striped, and located on-site. The 13 handicapped spaces must be covered and located immediately adjacent to the building. The remaining parking spaces must be located within 500 feet of the building. VA proposes to enter into a ten (10) year lease for 35,163 NUSF for a community based outpatient clinic. Proposed space must be within the city limits of Lowell, Massachusetts. GSA delegated up to a 10-year lease to VA for this purpose. The most recent Standstill Agreement will expire on September 30, 2017.The lease requirements include a seven-year firm term, seven-year firm term with three one-year options or up to a 10 year firm term. The space must be available for occupancy on or before November 30, 2017. All utilities will be paid directly by VA (electricity, gas, water, and sewage). Building equipment and maintenance requirements shall be included in the rental rate. VA will be responsible for the maintenance of medical tenant improvements and interior cleaning. Expressions of interest must be submitted in writing and should include: Address of building. Site and location map. Name and address of owner or agent for building. Total office rentable and useable square footage available (ANSI/BOMA) and its location within the building. Evidence that a medical clinic is a permitted use in the zoning classification of the location of the proposed building. Current status of building occupancy. Date of space availability to commence tenant improvements. Rental rate per ANSI/BOMA office rentable square foot (indicate core factor). CAD as built floor plans identifying the space offered. Parking ratios Loading dock specifications Access and proximity to property from public and major transportation routes Site aerials, photographs of building exterior and interior Describe any future development affecting the property including neighboring projects and road/public utility line construction Evidence that property offered is outside the FEMA 100 year flood plane Description of building ownership and evidence that offeror currently owns and controls the property Environmental issues known to exist on the site and any remediation efforts to taken or to-be-taken. Note: VA will pay no more than the fair market rental value as determined by the appraised value of the space.
