- Defense Logistics Agency Energy (DLA Energy) has a requirement for Alongside Aircraft Refueling, Operations and Maintenance (O&M) of storage fuel facilities, and Government-owned, Contractor-operated (GOCO) bulk and retail fuel services at MCAS Yuma, AZ. The Contractor will ensure safe, accurate, and timely receipt, storage, transfer, issue, and accountability of all Defense Working Capital Fund-Owned petroleum products and cryogenic products under their control. The Contractor will perform required maintenance to ensure facilities, associated systems, vehicles, and equipment remain operational to meet the base mission. The Contractor shall conduct all necessary fuels and cryogenics operations to support base operations, deployments, exercises, and contingencies under normal conditions as well as during periods of heightened security, inclement weather, or other unique situations. Operations must be safely and efficiently conducted to receive, store, transfer, issue, and account for products with appropriate controls to ensure fuel/cryogenic quality, maintain inventory accuracy, and ensure no environmental impact. The mission at MCAS Yuma, AZ is dependent not only upon the fuel management services provided by the contractor, but also the fuel vehicles, labor, and equipment provided by the contractor. This announcement is posted as a notification of the Government's intent to enter into a sole source contract extension under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The requirements will be fulfilled through exercising the contract clause 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999). The associated North American Classification System (NAICS) code is 493190 with a size standard of $27.5 million. The period of performance is six (6) months from October 1, 2017 through March 31, 2018. The place of performance is MCAS Yuma, AZ. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement in response to this notice. Any capability statements received by the closing date will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This determination will be based upon the responses to this notice and is solely within the discretion of the Government. The closing date for the receipt of responses are due no later than 3:00 p.m. local Fort Belvoir, VA time September 21, 2017.
