IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM THIS ANNOUNCEMENT. THIS PRESOLICITATION SYNOPSIS SUPPLEMENTS THE REQUEST FOR INFORMATION (RFI) POSTED ON 25 APRIL 2017 AND THE SOURCES SOUGHT POSTED ON 06 MAY 2016 (N00024-17-R-4312). ALL RESPONSIBLE SOURCES MAY SUBMIT A BID, PROPOSAL, OR QUOTATION WHICH SHALL BE CONSIDERED BY THE AGENCY. The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-17-R-4312 for the procurement of Execution Planning (aka Third (3rd) Party Planning) requirements for Littoral Combat Ships (LCS) Class ships. This Execution Planning contract will include: Availability Assessment, Availability Planning Support, Availability Execution Support, Integrated Logistic Support, Special Projects, Long Lead Time Material (LLTM) procurement, inventory management, and warehousing, in support of the in-service life cycle support for LCS Class ships. The Period of Performance (PoP) will span five (5) years to include one (1) base year and four (4) option years. As the result of the Navy's market research, a Small Business Set Aside was not possible for the award of this contract. Therefore, the Government intends to solicit this requirement as a Full and Open Competition. The Cognizant Small Business Office concurred with the intent to award this Execution Planning requirement as a Full and Open Competition on 20 June 2017, via the Small Business Coordination Record, DD2579. It is anticipated that the solicitation will be available on the FedBizOpps website at www.fbo.gov in Q1 FY18 and will be open for a minimum of 30 business days. The anticipated award is targeted for Q4 FY18.
