Description
Background The USPS Stamps to Go® (StG) Program has been in existence for over 20 years. Previously referred to as Stamps on Consignment® (SOC), the program is a practical, convenient, and revenue generating low-cost USPS alternate access channel which provides the public additional access points for stamps outside of Post Office locations but within the commercial marketplace (i.e. banks/credit unions, grocery, convenience, drug and other retail stores). Historically, the StG supplier has provided the infrastructure needed to manage and support the program, which included the following five very diverse and unique components: 1. Consignee acquisition and account maintenance, 2. Marketing and promotional efforts with consignees, 3. Financial and accounting control and maintenance, 4. Critical operational and financial reporting functions; 5. Warehousing, fulfillment and distribution. Description The primary purpose of this SSN is to competitively source for suppliers to manage and support the USPS Stamps to Go® (StG) Program. USPS is requesting information from suppliers interested in providing all services included in Components 1 - 4. The program strategy moving forward intends to evaluate the viability of bringing Component 5, Warehousing, Fulfillment and Distribution, into USPS internal operations. If interested in also providing the services for Component 5, please indicate so in your response. The Postal Service plans to conduct a Prequalification of Suppliers. Only prequalified suppliers will receive the solicitation and requirements for these services. During the prequalification process, the evaluation teams will evaluate the supplier's capability to nationally provide these service requirements. The team will also evaluate the supplier's overall financial capability to fully support the StG Program, including the risk associated with Consignee accounts receivable. If interested in providing Component 5, supplier must also be financially capable of accepting the security and accountability risk for the stamp stock provided by the USPS to the supplier for consignment. Interested suppliers MUST submit (during the prequalification event) independently audited financial statements including the last three years (2014, 2015 and 2016) income statements, statement of cash flows, and balance sheets together with an interim report nearest to the last submission date. The USPS desires to find a world class supplier resulting from any solicitation issued to the supplier(s) whose proposal conforms to any solicitation issued, and whom the USPS determines offers the best value to the Postal Service.
