Description
This announcement constitutes a Request for Information (RFI) for planning purposes. This is NOT a Request for Proposal. The intent of this RFI is to assist Naval Air Systems Command (NAVAIR) in conducting market research. NAVAIR is requesting information regarding the retrofit installation of the 24-channel Fiber Channel Network Switch (FCNS-24) into fleet EA-18G aircraft to include complete interface with weapons platform hardware and software. This requirement includes updates to integrated logistics systems data, provisioning, and upgrade to existing technical publications. The resulting FCNS-24 configuration will be two-way interchangeable with the FCNS-16 for the affected EA-18G aircraft, and will not require any modification to the airframe. The Boeing Company is the manufacturer of the EA-18G aircraft, and as such, possesses the requisite technical data, knowledge, and special skills needed to fabricate and design, hardware and software systems for integration, and operation to meet the Navy's requirements. The contractor shall be responsible for obtaining from The Boeing Company all manufacturing drawings and proprietary specification data necessary to support integration of the FCNS-24 hardware solution into fleet EA-18G aircraft. Vendors interested in responding to the RFI shall provide a one to two page overview statement addressing the following: 1) Brief statement of interest/capabilities; 2) Size classification in accordance with Small Business Administration size standards for NAICS code 336413; 3) Any other information at vendor discretion such as catalogs, drawings/illustrations, technical manuals, training description/material, pricing, testing documentation, brochures and/or any other documentation that describes the capabilities, interfaces and specifications; 4) Identification of any Government customer who have procured any of the FCNS-24 installation and integration requirements identified above and provide customer point of contact, including a telephone number, e-mail address or web site. Responses may be submitted either electronically to the email address provided below or submitted via mail to the address provided below. Responses are requested by 04 October 2017. Earliest possible response is encouraged. Responses will be reviewed and additional information may be requested from individual vendors if desired by the Government. The Government is unwilling to allow for time required to stand up and fully qualify a new vendor. This RFI does not constitute a commitment from the Government to issue a solicitation, make an award or awards, or be responsible for any monies expended by any interested party in support of the effort described above. The Government reserves the right to review and use the data submitted at its own discretion. Upon request, the Government will protect proprietary information from unwanted disclosure. Any such requests shall be submitted with the statement of capabilities.
