This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Proposal (RFP) to establish a two year base fixed priced with economic price adjustments contract with three additional one year options with the General Services Administration (GSA), Hardware Acquisition Center (HAC). This is a requirements contract solicitation for National Stock Numbers (NSNs) issued by GSA, FAS, HAC Center. The resultant contract is intended for use by HAC Center Contract Specialists and Contracting Officers ordering NSNs only. This acquisition will be awarded in the aggregate to one single vendor. One single vendor must be able to supply all CLINS. No items are set-aside for small business concerns. This procurement consists of 1186 National Stock Numbers (NSN). This solicitation is to procure replacement tools, for the Army designed Forward Repair System (FRS) under National Stock Number (NSN) 4940-01-533-1621 and subsequent versions. The procurement of replacement components would address lost, stolen and worn out items through normal use. This solicitation will use brand-name descriptions which will specify particular brand-name products peculiar to their specific manufacturers. Justification shall be posted IAW FAR 6.305. The estimate for this contract, if all options are exercised, is $30,000,000. Due to the potential high volume of this contract, volume discounts are requested for any proposal submitted. The Berry Amendment applies to this procurement, as described in Defense Federal Acquisition Regulations (DFARS) Section DFARS 252.225-7015, Restriction on Acquisition of Hand or Measuring Tools. The TRADE AGREEMENT ACT As described in FAR Subpart 25.4, the Trade Agreements Act also applies to this procurement. TAA applies when Berry Amendment is exempt or not applicable. In addition, a subcontracting plan is required with the submission of any proposal. Award can be made without discussions at the Governments prerogative. However, the Government may open discussions; and final terms, agreed upon after negotiations, must be submitted in a revised offer to the CO via email. Any contract resulting from the subject procurement will be made in accordance with the authority of Federal Acquisition Regulation (FAR) 15 and will be established with the intent to cover ordering, shipping, and billing for merchandise purchased during the term of the contract. Place of Contract Performance: Delivery locations will be indicated on the individual purchase orders issued as a result of an awarded contract. These locations are determined by the customers needs. Delivery locations can be anywhere in the Continental United States (CONUS). Set-aside Status: No items are set-aside for small business concerns.
