Sources Sought Announcement/ Industry Day Notice SOURCES SOUGHT SYNOPSIS The NATO SEASPARROW Project Office (NSPO) is hosting an event focused on Performance Based Engageability (PBE) on 3 October 2017 and the morning of 4 October 2017 at NSPO, 2511 Jefferson Davis Highway, Suite 700, Arlington VA. PBE is a means to determine engageability windows for inbound targets. NSPO is seeking potential solutions from vendors other than the current standard Kinematic model. This includes PBE for the Evolved SEASPARROW Missile (ESSM) and/or other weapons, and the potential applicability/portability to other combat systems. PBE encompasses elements of a technical solution including, but not limited to: - Identification of the number and type of threats; - Parameters of interpolation to identify windows of engageability by threat, by available weapon system(s) to counter the threat, and Probability of Guidance or Kill (Pg or Pk); Also of interest: - The performance and data reliability of a vendor's existing or proposed solution; - Where a system is already in use with other systems, the interfaces used and reliability of those interfaces; and - Cybersecurity controls to minimize system vulnerabilities. The government will evaluate market research to ascertain potential market capacity to provide services consistent in scope and scale with those required by NSPO and to define future PBE implementations. No feedback or evaluations will be provided to companies regarding their presentations. Interested vendors will have up to one hour to provide an overview of their potential PBE solution. If your organization has the potential capacity to provide a PBE solution, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. There will be identical information sessions available in the afternoon of 3 October and the morning of 4 October. Please indicate session preference. Your preference indication is not a guarantee you will receive that time slot. The Government will notify you of the session you are assigned to attend. Participation is limited, and participants will be selected on a first come, first serve basis based on when security clearance information is received. Registration is required for attendance. Attendance is limited to two representatives per Business - no exceptions. Please note that the Government will not reimburse participants for any expenses associated with their travel or participation in this event. Parking will not be provided.
