- Joint Seal Replacement project, Bourne and Sagamore Bridges, Cape Cod Canal Pre-Solicitation Notice. The U.S. Army Corps of Engineers, New England District is issuing an unrestricted solicitation for the construction of the Joint Seal Replacement and Expansion Joint Replacement project, located at the Bourne and Sagamore Bridges, Cape Cod Canal, Massachusetts. The NAICS code for the work described below is 237310. The project is planned to be issued in October 2017. The construction will extend over a 12-month period starting with submittal review over the fall/winter of 2017/2018 and mobilization to begin in early spring of 2018. The estimated magnitude of this project is between $1,000,000.00 and $5,000,000.00. Any responsible source may submit a bid to be considered by the New England District. The location of work to be performed under this contract shall be at the Bourne and Sagamore Bridges, located across the Cape Cod Canal, Massachusetts. This project consists of the following components: • Order a customized modular expansion joint. This product has a four-month lead time. • Construct and maintain traffic control to allow for work access on both bridges. This traffic control shall not be on both bridges simultaneously. • Remove and replace 17 joint seals, located on both bridges. • Remove and replace armor steel angles at the joint seal locations. • Install bituminous patch paving around the joint seals. • Remove and replace the existing modular expansion joint on the Sagamore Bridge with the new one. • Construct scaffolding, or utilize a snooper truck, to remove and replace the supporting concrete under the modular expansion joint. • Demolish existing concrete support abutment from the underneath side of the bridge deck. • Construct framing, and install new reinforced concrete support abutment to support the modular expansion joint. • Install the modular expansion joint. • Perform welding, and pavement patching as needed around the modular expansion joint. • Install bituminous pavement as needed around the modular expansion joint. This project consists of work at heights, and will contain fall hazards. This contract will contain a Definitive Responsibility Criteria, or DRC. In order to be found responsible, the apparent low bidder must demonstrate past experience working on one project within the last five years. More than one project may be used in order to substantiate experience in each work component, but each firm must demonstrate past experience in each of the three following components: Installation of bridge joints, concrete replacement or repair work associated with bridge joints, and traffic control on limited access Interstates, State Routes, or US Routes. Firms may use subcontractor experience to demonstrate experience with the Definitive Responsibility Criteria, but the role and work performed by each team member (prime and subcontractors) on projects as used to demonstrate that team member's experience with the Definitive Responsibility Criteria shall be the same as the role for that team members' role under this procurement. The DRC requirement means that if the apparent low bidder cannot meet this requirement, then the award would shift to the next lowest bidder who can substantiate this experience. This experience documentation will not be requested until award is made. Bidders are not required to submit additional documentation related to this criterion at the time of bid. The Government will request supporting documentation from the bidder anticipated to receive the award, prior to award. Please note this solicitation is unrestricted, which means that any business can submit a bid. This is not a request for proposals or bids at this time; the solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about mid-October, 2017.
