Description
NOTICE OF INTENT TO SOLE SOURCE RFQ VA259-17-Q-0562: INSTRUMENT $ SPECIMEN MANAGEMENT SYSTEM The Department of Veterans SAO West NCO 19, Rocky Mountain Acquisition Center (RMAC), 6162 S. Willow Drive, Suite 300, Greenwood Village, CO 80111 intends to enter into sole source Purchase Order Agreement authorized by FAR 13.106- 1(b), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Under the authority of FAR 13.106-1(b), the Department of Veterans Affairs intends to award a sole source purchase order to Data Innovations, LLC, 120 Kimball Avenue, Suite 100, South Burlington, Vermont 05403 ( Data Innovations ) a small business. The associated North America Classification Systems (NAICS) Code is 511210 and the Business Size Standard is $38,500,000. The contractor shall provide the VA Health Care System, SLC, UT with (30) Production Licenses (080285) and Test System Licenses (343562) for the Instrument Manager System for Pathology and Laboratory Medicine Services. This requirement is for maintenance and support services of the Laboratory Instrument & Specimen Management System for a base year period beginning October 2, 2017 through September 30, 2018 with four one year options thereafter. It was determined, that the circumstances of the contract action deem only one source reasonably available. Based on the requirements for the VA Health Care System and the unique characteristics of Data Innovations software make Data Innovations a suitable sole source vendor for this requirement. The Requesting Service will continue working with the RMAC in conducting Market Research for similar technology. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the U.S. Government. Interested persons may identify their interests and capability to respond to this requirement no later than 7:00pm Eastern Time, September 30, 2017. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government. All Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to this notice must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry (located at http://www.vetbiz.gov) to be considered as a company doing business in the said socioeconomic category.
