Description
THIS IS NOT A SOLICITATION. THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. This is a notice of intent to award a five-year BPA for challenge coins by the Department of the Army, National Guard Bureau (NGB). NGB would require 14 different coin designs with a total annual requirement of approximately 12,000 coins. All coins would be 2 inches in diameter with color on both sides. Based on internal market research, it has been determined that a majority of small business concerns that sell challenge coins manufacture their products outside of the United States or its outlying areas. Additionally, it has been determined that challenge coins that are manufactured in the United States or its outlying areas cost at least 50% more than foreign-made coins. Due to this determination, NGB intends solicit this procurement in the following manner: 1. Full and Open Competition. Per FAR 19.102(f), the Nonmanufacturer Rule does not allow this procurement to be set aside for small business concerns that manufacture their end products outside the United States or its outlying areas. Per FAR 19.102(f)(7)(i)(B), since this procurement will exceed $25K in total value, the Nonmanufacturer Rule may not be waived by the SBA. 2. Buy American Act Waiver. Per DFARS 225.105(b), a waiver may be granted to the Buy American Act for domestic-made items that cost 50% more than equivlent foreign-made items. Interested parties that believe they could satisfy this requirement with challenge coins manufactured in the United States or its outlying areas at a cost less than 50% more than foreign-made coins may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to robert.t.rogers34.mil@mail.mil. All responses to this notice of intent must be submitted so that they are received at robert.t.rogers34.mil@mail.mil no later than September 30, 2017 at 11:59 PM Eastern Time. NOTHING HEREIN SHOULD BE MISCONSTRUED AS A REQUEST FOR COMPETITIVE PROPOSALS, QUOTES OR BIDS. NO SOLICITATION DOCUMENT IS AVAILABLE NOR IS ONE INTENDED TO BE ISSUED.
