- SOW_GSA Good Neighbor Program_Various Services for Federally Owned Space Sole Source Justification for other than Full and Open Competition Purpose of Award Notice. In accordance with FAR 6.305, this notice of justification for other than full and open competition is made publicly available within 14 days after the contract award date of 9/25/2017. Authority for Other than Full and Open Competition. Sole source award made under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Summary of Justification. The Downtown Salt Lake City Alliance (DSLCA) represents more than 2,500 businesses and property owners in the Utah Central Business District. The DSLCA is a 501c6 nonprofit organization and also a strategic partner of the Salt Lake Chamber. Market research supports that the DSLCA is uniquely positioned to provide the services required by GSA's Good Neighbor Program. The DSLCA is the only known source able to cohesively and seamlessly provide these services for the federally owned buildings. GSA contracts directly with organizations to manage and coordinate events in Federal space because a special assessment cannot be assessed on the Federal Government. GSA's authority to contract for such events is through the Public Buildings Cooperative Use Act of 1976. Authority for the Good Neighbor Program also derives from various legal mandates, such as federal laws and executive orders.
