- Redacted J&A The Fort Hood Health Contracting Cell Regional Health Contracting Office, Central Army Health Contracting Activity, MEDCOM, Fort Hood, Texas intends to award a Firm Fixed-Price, sole source contract to Bio-Rad Laboratories, Inc., an other than small business, under authority of FAR 6.302-1(a)(2), "Only One Responsible Source and no other supplies or services will satisfy agency requirements. This requirement is for Bioplex 2200 Analyzer and reagents for Cost Per Test for Reynolds Army Medical Center (RACH), Fort Sill, Oklahoma. The applicable NAICS code for this requirement is 325413, and the size standard is 1,250 Employees. The current contract expires on 30 September 2017. This sole source interim contract is necessary to ensure there are no disruptions in patient care. The long-term requirement was competed under solicitation W81K00-17-T-0341 and posted on FEDBIZOPPS to solicit offers. RACH currently has an analyzer in place. If a new analyzer from a different vendor is used it will cause a disruption in patient care because the analyzer could take up to 90 days to validate and there is not sufficient time to validate the analyzer by 1 October 2017. The analyzer cannot be used for patient care until it has been validated. This notice is not a request for competitive quotes. No requests for capability briefings will be honored as a result of this notice and any information provided. No telephonic inquires will be honored. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract for a Bioplex 2200 Analyzer and reagents. The Contracting Officer has determined that it is in the best interest of the Government to issue a sole source interim contract. The Fort Hood Regional Health Contracting Office - Central intends to make a sole source award to Bio-Rad Laboratories, Inc. 4000 Alfred Nobel Dr, Hercules, CA 94547-1803.
