Description
The Securities and Exchange Commission (SEC), Office of Acquisitions (OA) located at 100 F Street NE, Washington DC 20549 is issuing the following pre-solicitation notice. This announcement serves as a pre-solicitation notice only and not a solicitation. (1) The SEC intends to issue a solicitation to provide the Division of Economic Risk (DERA) and the Office of the Credit Ratings (OCR) with Expert and Advisory Credit Ratings Consulting Support subject to the availability of FY 2018 funds. The Contractor must possess and be recognized as a Credit Ratings Expert(s) with academic expertise to assist and support the implementation of a quantitatively -driven, credit ratings analysis program. (2) The Request for Proposals solicitation number to be decided (TBD) will be issued as a non-commercial acquisition in accordance with FAR Part 15 procedures. The Government anticipates the award of a single Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle resulting from the solicitation. The period of performance for this contract shall consist of one (1) base period with four (4) one year options periods. The RFP shall require the submission of a technical and price proposal. It is the Contractor's responsibility to monitor the Government Point of Entry (GPE) for the issuance of the RFP as well as any updates to the solicitation. The solicitation will be posted on FBO for at least 15 days. The Solicitation will be posted to Federal Business Opportunities (FBO) on or about October 11, 2017. (3) The primary performance shall take place at the contractor provided off-site location with occasional work being accomplished at the SEC's Headquarters, Washington DC location and/or the New York Regional Office (NYRO) location. (4) The SEC anticipates a proposal due date of November 3, 2017. (5) The acquisition is restricted to SMALL BUSINESSES ONLY with the NAICS Code 541690 - Other Scientific and Technical Consulting Services. All Offerors must be currently registered with an active registration in the System for Award Management (SAM)(http://www.sam.gov). Further, Offerors are required to complete Online Representations and Certifications in SAM.gov prior to proposal submittal. (6) The SEC will NOT incur any costs for offerors proposals.
