Description
This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Environmental Protection Agency (EPA) is conducting market research to determine if there are interested and capable offerors in the marketplace with the knowledge, skills and capability to perform the work described below and in the attached DRAFT Statement of Work. Responses to this sources sought announcement are to be sent via email to Scott Tharp, Contracting Officer, at tharp.scott@epa.gov, no later than 2:00 PM Eastern Time on Thursday, October 12, 2017. All interested and capable qualified businesses are encouraged to reply this market survey request by submitting a narrative demonstrating their experience in providing office relocation services for approximately 110 personnel from the U.S. EPA Norwood Facility located at 4411 Montgomery Road, Cincinnati, OH to the U.S. EPA Andrew W. Breidenbach Environmental Research Center (AWBERC Facility) located at 26 W. Martin Luther King Drive, Cincinnati, OH. EPA anticipates issuing a single firm fixed price contract (Base Pricing) for relocation of all EPA employees from the Norwood Facility to the AWBERC Facility as designated by the EPA. In addition, EPA anticipates there will be two (2) options for additional services: (Option 1) Firm Fixed Price (per person) for relocation of internal office moves within the AWBERC main campus facility. All requirements as noted in the base statement of work apply to these internal moves. The number of internal moves are unknown at the time of contract award. Internal moves shall be identified and coordinated with the contractor within one month of the desired move date. (Option 2)Firm Fixed Price for disassembly and relocation of all workstations and mechanical file systems from the Norwood Facility location to the EPA Warehouse Facility at 11029 Kenwood Road, Cincinnati, OH. All requirements as noted in the base statement of work apply to this task. In addition, all workstations and peripheral parts shall be palletized and shrink wrapped for transportation to the EPA warehouse. NARRATIVES SHALL BE NO LONGER THAN 5 TOTAL PAGES. Please include a narrative for the requested information and discuss any questions/concerns you identify in the SOW that need to be addressed/corrected; additional information such as brochures and other industry information is not included in the 5 page limitation. Please include the following information in your response/narrative: (1) Company name, address, and point of contact information; (2) Identification and verification of the company's business status (i.e. Large, Small, Certified HubZone, 8(a), Service-Disabled Veteran-Owned, or Women-Owned Business; (3) Descriptions of Previous experience within the previous five (5) years on projects considered similar in technical scope and complexity to the proposed EPA project. Please include dates of work, references, project costs, and complexity of the projects; (4) A statement on the portion of the work that will be self-performed on this project, and how it will be accomplished; (5) A statement regarding a thorough review of the SOW and any questions/concerns that need to be addressed for the final document. This market survey is to determine whether or not this project should be set-aside for small businesses or a small business subcategory based on the responses received.
