- Statement of Work Doc. The Naval Air Systems Command (NAVAIR) intends to issue a sole source Firm Fixed Price (FFP) Order under Basic Ordering Agreement (BOA), contract number N00421-15-G-0002, to L-3 Communications West, 640 N. 2200 W., Salt Lake City, UT 84116, for the procurement of hardware equipment. The equipment supports the Surface Aviation Interoperability Laboratory (SAIL) and includes, but is not limited to, production upgrades, reliability improvements, sustainment, and retrofit activities. REQUIREMENTS: The requirement(s) will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c) (1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Under this effort, the Contractor, shall provide the following items: Twenty (20) Multiband Radio Frequency Equipment (MBRFE) and eighteen (18) VORTEX transceivers. Furthermore, the components to be provided must meet the C4 Universal Urgent Needs Statement (UUNS), for Communications Navigation Identification (CNI), and the Special Purpose Marine Air-Ground Task Force (SPMAGTF) MV-22 Aircraft. This notice is published for information purposes only and is not a request for competitive proposals. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement.
