Resource Ordering and Status System (ROSS) Notice Type: Sources Sought Posted Date: September 27, 2017 Response Date: October 4, 2017 Archive Date: October 5, 2017 Set Aside: ??? Classification Code: D399 - Other computer services NAICS Code: 541 - Professional, Scientific, and Technical Services / 541512 -Computer systems integration analysis and design services BACKGROUND: The Forest Service, Fire and Aviation Management, located at 3833 S. Development Ave., Boise, ID 83705, has a potential requirement for Operations and Maintenance for the Resource Ordering and Status System (ROSS). ROSS supports the multi-agency National Interagency Fire Center and various dispatch centers and field office locations. Key Agencies that benefit from ROSS include: USFS, Department of Interior (DOI) National Park Service (NPS), Bureau of Land Management (BLM), Fish and Wildlife Service (FWS), and Bureau of Indian Affairs (BIA), Department of Homeland Security (DHS) Federal Emergency Management Administration (FEMA), State Forestry Agencies from all 50 States and many Municipal Agencies. ROSS is deployed in 332 Dispatch Centers nationwide which support more than 5,350 field offices. More than 10,000 Government Employees, Cooperators, and Contractors have accounts in ROSS. Concurrent use of ROSS ranges from 50 users (during non-peak times) to 2000 users (during peak times). Key business functions within ROSS include: -Resource Inventory for all resource types (Aircraft, Crews, Equipment, Overhead, Services and Supply). Total inventory exceeds 170,000 resource items. -Resource Status and Area of Availability -Processing and Tracking of Resource Ordering (Resource Request, Mobilization, Travel, Reassignment, and Demobilization) -Reporting (Real-time and Historical) -Data exchange with external systems through a Web Services Enterprise Service Bus (ESB). Current system interfaces include: -Interagency Cache Business System (ICBS) -California Altaris Computer Aided Dispatch (CAD) -Interagency Qualifications and Certification System (IQCS) -Incident Qualifications System (IQS) -Virtual Incident Procurement (VIPR) -Integrated Reporting of Wildland Fire Information (IRWIN) Key business functions of OIS include: -Maintenance of Organizational Data and Hierarchies -Organizational Data Reporting Key business functions of NAP include: -User Account Management -User Authentication -Portal for Web Applications In April 2003, the client/server based ROSS (Version 1.25) deployed. The current generation ROSS (2.1X) is client/server based. ROSS is hosted on the NESS computer server hardware, as are the Production, Practice, and Training application configurations. System administration for all NESS computer server hardware is through a separate contract. The NESS is hosted at the USDA National Information Technology Center (NITC) located in Kansas City, Missouri and at an alternate operating site at the National Earth Resources Observation and Science (EROS) Center located in Sioux Falls, South Dakota. Server equipment used for ROSS application development is hosted by NESS. It is not expected that on-site support will be required at these or other locations except for occasional site visits and meeting support detailed in the individual task sections. Services contemplated by this project: -Program Management -ROSS Application Operations Support -ROSS Application Software Maintenance The Government anticipates issuing a solicitation for this requirement to facilitate an award by approximately November 2017. This Request for Information is an attempt to gain information about the market for this particular requirement. Organizations that have the potential capacity and experience to perform these services are requested to respond to this notice with the following information: -Organization name, point of contact, address, email address, phone number, website address, size and any applicable socioeconomic status, and type of ownership for the organization.
