- THIS FILE CONTAINS THE SOLICITATION DOCUMENT FOR BIDDING PURPOSES; ENCLOSED IN THE SAME FILE ARE THE SCOPES OF WORK. THIS IS A CRITICAL PROCUREMENT - WHEREIN THE AWARD MUST BE EXPEDITED; THEREFORE, PRICE PROPOSALS ARE DUE NO LATER THAN 10:00 a.m. (CST) ON SEPTEMBER 29, 2017. This is a combined Synopsis/Solicitation Notice for commercial items issued pursuant to FAR Subpart 12. Under this notice, the United States Army Corps of Engineers - Chicago District is issuing a proposal package for consideration of price proposals from businesses capable of performing the scopes of work. This procurement is for the ACQUISITION OF A36 STEEL BILLETS AND MV SUBMARINE CABLES. COMPETITION FOR THIS ACQUISITION IS "UNRESTRICTED" TO BUSINESS SIZE. The NAICS code for this requirement is 331110 with a small business size standard of 1,500 EMPLOYEES. PRICE PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION IS ATTACHED. THE SOLICITATION NUMBER IS W912P6-17-R-0010. DESCRIPTION OF ACQUISITION: Under the scope of work, the government requires the supply and delivery of A36 steel billets for use at the Chicago Sanitary and Ship Canal (CSSC) Fish Dispersal Barrier Facility, Romeoville, IL. These A36 steel billets will be used to replace the existing electrodes for the narrow array of Barrier IIA at the CSSC Fish Barrier Facility. The items will be used in the performance of a pending construction contract, wherein the items will be provisioned as government furnished items. Once manufactured, the government requires sound delivery and unloading at the Chicago District Corps of Engineers (COE) CSSC Fish Barrier Storage Shed, located on the west side of the Chicago Sanitary and Ship Canal. The scope also includes the supply and delivery of MV SUBMARINE CABLE, which shall conform to ASTM B33 AND MEMA WC 71 Standards. FULL DETAILS OF THE REQUIRED PRODUCTS ARE DESCRIBED IN THE ENCLOSED SOLICITATION PACKAGE. DELIVERY POINT: The A36 steel billets and the MV Submarine Cable shall be delivered to and unloaded at the Chicago District Core of Engineers Chicago Sanitary and Ship Canal Fish Barrier Storage Shed, located on the west side of the Chicago Sanitary and Ship Canal. The nearest street address to the CSSC Fish Barrier Storage Shed is 600 East Romeo Road, Romeoville, Illinois 60446 (entrance to Centennial Trail - Schneider's Passage located on the north side of the Romeo Road). Storage Shed site access requires passage through a locked gate, and access to the site can be gained near the entrance to Centennial Trail - Schneider's Passage. RESPONSE TIME: The Contractor shall submit their PROPOSAL and required submittals no later than 10:00am (CST) on 29 SEPTEMBER, 2017. Offerors may also hand-carry proposals to the Contracting Office located at U.S. ARMY ENGINEER DISTRICT, CHICAGO 231 SOUTH LASALLE STREET SUITE 1500 CHICAGO IL 60604-1437. These individuals will meet you in the lobby area to collect your package as there is a security badging process in place at the building.
