Description
Information is requested on the availability for a variety of optical filter design services, primarily in the Infrared region. SYNOPSIS: DISCLAIMER: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. This is not a request for proposals. It does not constitute a solicitation and shall not be construed as a commitment by the government. It does not restrict the Government to an ultimate acquisition approach. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary and information submitted will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. BACKGROUND: The Patuxent River Infrared Signature Measurement (PRISM) team performs radiometric measurements for the Navy and other customers. A major component of the PRISM system is a custom cold-filter for infrared cameras in the 3-5um and 1-2.5um bands. PRISM uses closed-cycle cryogenic cooled cameras with permanent cold filters as well as liquid nitrogen (LN2) cooled cameras with removable cold-filters. PRISM requires filter fabrication capabilities to cut single runs of filter stock into sizes for both configurations. The LN2 cameras require a larger diameter 0.5" circular filter. The closed cycle cameras require a smaller circular filter with an edge beveling requirement. All filters will be used at cryogenic temperatures, although the closed cycle cameras get slightly colder than the LN2 cameras. Specific interests are listed in the table below. Item Description ND Filters 12" Diameter ND filter (ND 1,2 and3) for 3-5 um (warm filter) Absorption Band Cut Cold passband filters with 4.2um CO2 absorption cut blocking Custom passband IR Cold passband filters in the 1-3um band Filter cutting Circular, Wedge PURPOSE: The requested information is to estimate the quantity of viable suppliers, estimate the pricing of cold filter orders, and to estimate the lead time on custom cold filter orders. RESPONSE REQUIREMENTS: 1. Information on alternative solutions and similar systems is also requested. 2. All responses should include potential sources for products or services. 3. Budgetary estimates and delivery schedules are requested. POINT OF CONTACT: Mike Falco Phone: 301-342-0143 mike.falco@navy.mil Interested parties are requested to submit responses in Microsoft Word for Office 2010, Times New Roman 12 font, and are due no later than October 30 th, 2017 by 2pm EST. Responses shall be submitted via e-mail only to shannon.canada@navy.mil. The response shall include the following as a minimum: a) Name, mailing address, phone number, and e-mail of designated point of contact. b) Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 333314-Optical Instrument and Lens Manufacturing. "Small Business Concern" means a concern, including its affiliates that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. Please refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards.
