- Draft Statement of Work Special Notice This is a Request for Information (RFI) and neither a request for formal Request for Proposals (RFP) nor for quotes. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this Sources Sought notice or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Objective The Naval Research Laboratory (NRL), Chemistry Division is searching for potential sources to provide support for the analysis of infrastructure vulnerabilities due to environmental aging and degradation, ecological damage, and hostile action. NRL is tasked to (1) analyze how major facilities are vulnerable, and (2) possible actions in response to such weaknesses, including investigation of new capabilities. This requirement will provide support for infrastructure vulnerabilities in the following industries: 1. Transportation logistics; 2. Electric Power; 3. Coal, oil, gas, and bulk chemicals; and 4. Telecommunication systems. The requirement contains a separate research task, on materials and chemistry of other military systems. It is comprised of the following topics: 1. blast, shrapnel, and bullet protection composites; 2. corrosion; 3. nanometer scale metal clusters; 4. high energy laser materials; 5. self-decontaminating or antifouling systems. In order to aid industry in evaluating their ability to perform the requirement, the following document has been attached and is provided herein this RFI: 1. Draft Statement of Work (SOW) - Infrastructure Vulnerability, which is subject to change. CONTRACTOR RESPONSE FORMAT The NRL asks that interested parties, at a minimum, supply the following information: Contact Information a) Name of Company and Point of Contact (POC) b)Telephone Number, Fax Number, Address and e-mail address of POC c) Business Size and number of employees d) Suggested NAICS code for this effort Technical Information a) List of capabilities/resources relevant to the required tasks b) A list of job titles and qualifications the contractor suggests for this effort. Pricing and Schedule Information NRL is requesting interested contractors to provide Rough Order of Magnitude (ROM) estimate of costs. Assumptions Please provide a list of assumptions, if any, which were considered in formulating the response. Submission of Information It is requested that the above information be provided no later than 5:00pm EST 13 October 2017. Responses shall be e-mailed to stesnie.ridley@nrl.navy.mil with the title "RFI NRL-17-R-SR01".
