Description
Draft Statement of Work Justification and Approval The Library requires support to contract support to provide access to moving image films in both 16mm and 35mm formats. At the Packard Campus (PCAVC) Film Preservation Laboratory in Culpeper, Virginia we use the Spirit 4K scanner to transfer 35mm and 16mm film to digital formats. This scanner is manufactured by Digital Film Technology (DFT) of Darmstadt, Germany. It uses a Linux-based computer system running a proprietary software program called "Bones" (also manufactured by DFT) to control the scanner The "Bones" software has become obsolete and is no longer supported by the manufacturer. In addition the hardware is quite old and outdated. It has been replaced by a new hardware/software package called the "Phantom II Transfer Engine". This contract is to purchase one (1) Phantom II Transfer Engine system (including hardware and software) and will include setup and installation by the manufacturer. This new system is also manufactured by Digital Film Technology (DFT). The period of performance is January 1, 2018 through December 31, 2018. The one-year purchase order to purchase and install a new Phantom II Transfer Engine. This system will include hardware, software, installation and setup by the manufacturer, with a manufacturer's warranty period of one (1) year on both hardware and software. Please see the attached draft Statement of Work for more details. The Library intends to fulfill this requirement by issuing a sole source contract award to DFT. Any firm that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to meet all the requirements described in the attached draft Statement of Work. The capability statement must not exceed five (5) double-spaced pages and shall include the following information: 1) Company name, DUNS number, address, point of contact, phone number, and e-mail address 2) Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.) 3) References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and 4) Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work. (Resumes are not counted as part of the 5-page limit for capability statements.) In accordance with LC06.305, Availability of the Justification, the Justification and Approval to issue a sole-source contract to Digital Film Technology is posted with this notice.
