- OFFERORS CAPABLIBILITY STATEMENT FOR MARKET RESEARCH ONLY Statements of Capability must be in writing and are due on October 13, 2017 at 2 p.m. Responses are limited to 20 pages. Failure to submit all information requested will result in a contractor not being considered as an interested concern. THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. No solicitation is available at this time. Please monitor FBO, this sources sought will not be linked to the solicitation. This is solely for Market Research and Small Business Capabilities in New England. General Services Administration (GSA), New England Region, Acquisition Branch, is conducting market research to determine if any Service Disabled Veteran Owned (SDVOSB), HUBZone, 8(a), or Economically Disadvantaged Women-Owned (EDWOSB) or any other Small Business concern has the current relevant qualifications, experience, personnel, and capability to perform the work described herein. The primary NAICS code for this sources sought notice is 541330, Engineering Services. The Size Standard is 15 Million. GSA is looking for professional engineering and design services on an as-needed basis. This is an opportunity for firms with the following capabilities to submit a capability statement in the following disciplines: design excellence in engineering, architecture and allied building design professions. Projects will be located within the geographic boundaries of GSA PBS Region 1, which are Maine, New Hampshire, Vermont, Massachusetts, Connecticut, and Rhode Island. Offerors must have or be capable of establishing an active design production office within one of the six New England states. SCOPE OF WORK: Due to historical data, the requirements would involve engineering and architectural services for reports, investigations, subsoil investigations, site surveys, and analysis, site utility studies, geotechnical engineering services, environmental studies, energy studies/audits, materials selection, and design. Inclusive, but not limited to: •1) Planning, programming, estimating, and cost/pricing services •2) Pre-design services, program/project development •3) Design services (please see below for further details) •4) Post contract construction services •5) Construction inspection services Design services will typically include furnishing partial and/or complete design or survey services to include design concepts, design development documents, and construction documents. This work will involve existing conditions investigations, feasibility studies, renovations/ new construction, interior space alterations, mechanical, Heating, Ventilating & Air Conditioning (HVAC), electrical, fire protection, and other infrastructure. These requirements would require either single or multiple disciplines, including: •1) Geotechnical •2) Architectural •3) Civil •4) Structural 5) Landscaping •6) Fire Protection •7) Mechanical (HVAC and Plumbing) •8) Electrical •9) Environmental •10) Marine The package shall address, at a minimum, the following: •1. Please provide a detailed narrative demonstrating your firms experience in the type of Engineering and Architectural design services. Information shall include at least three (3) "similar" contracts substantially completed within the past five (5) years. A similar contract is defined as one that is comparable in magnitude, scope, complexity and duration to the requirements as defined by this Notice. •2. Please demonstrate that your firm has the personnel necessary (or the ability to obtain them) to perform the type of combined services sought by this Notice and to meet the requirement at Federal Acquisition Regulation (FAR) Clause 52.219-14, Limitations on Subcontracting. Please provide resumes for key personnel, including any persons considered key to the successful administration of a contract. Resumes shall include all professional licenses and certifications. •3. If you are responding to this Notice from outside the geographic location of the work, please provide a narrative detailing how you would perform the work at a fair and reasonable price to the Government. THIS IS NOT A REQUEST FOR PROPOSALS. This is for planning purposes only and is a market research tool to determine availability and adequacy of potential Small Business Sources. The government will not reimburse responders for the cost of the submittals.
