- DESCRIPTION: The U.S. Army Contracting Command, New Jersey (ACC-NJ) on behalf of the Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) Picatinny Detachment, is issuing a market survey for the following support services: The U.S. Army Contracting Command - New Jersey, on behalf of Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) Picatinny Detachment intends to issue a Request for Proposal (RFP) for support services to various customers within the United States Government as further defined in the Performance Statement of Work. These support services include scientific, engineering, technical and administrative support services. As NSWC IHEOTDTD Picatinny Detachment's primary missions is to support Major, Medium and Minor Caliber Gun systems operated by the U.S. Navy, contractor support is frequently required in the areas of which the Picatinny detachment does not have the needed expertise or for cost effectiveness reasons a support contractor may better accommodate any urgent requirement. At this time, NWSC IHEODTD Picatinny Detachment specifically requires support for all facets of the MK 15 20MM(millimeter) gun systems Information Technology (IT) and M38 Mod 2 MM IT shipboard installation support and MK 51 155M Advanced Gun System program management support. The type of support required for MK 15 and MK38 is illustrated below for the MK 15: The MK15 CIWS Platform Information Technology (PIT) Risk Acceptance (PRA) shall be updated to address the current configuration of the equipment. This effort may include, but not limited to, the following (as required and as applicable): Assess engineering and developmental modifications, Revalidate/document Ports, Protocols and Services, Revalidate/document Architecture Block Diagrams, Revalidate/document interconnections and certification statuses of connected systems, Revalidate/document Internal/External Interfaces Data Flow Diagrams, Identify changes to the Accreditation Boundaries and make updates, Identify shortfalls and incompatibilities with DoD standards, Register system modifications with DoD Component Information Assurance program (IA)(if required), Update IA strategy (if required), Update Information Support Plan (ISP) (if required), Update DIACAP Implementation Plan (DIP), Revise DIP Validation Plan and Procedures, Revise System Identification Profile (SIP), Revise Validation Plan and Procedures, Conduct Validation and Testing, Compile and evaluate test results, Correct deficiencies and revalidate as necessary, Document Validation Results, Document DIP Test Results, Document DIP IA Control (IAC) Implementation Recommendation, Update DIP, SIP, Scorecard, Update Plan of Action & Milestones (POA&M) for non-compliant IACs as necessary. These efforts shall culminate in the following: A MK15 CIWS PRA which includes the latest engineering and developmental modifications. Once a MK15 CIWS PIT Risk Acceptance is achieved, the subcontractor may be requested to perform periodic maintenance efforts (repeating some of the above steps) to ensure the IA posture of the system remains in good standing. For the 155MM MK51, the contractor shall perform independent analysis and technical studies and provide administrative, engineering and systems engineering/ program management support services in support of the Guns Division for the. Specifically, the Contractor shall provide administrative, scientific, professional engineering, technical and program management support for the Guns Division, including but not limited to the following: Review configuration management plan/overall strategic plans/development of system safety technical documentation, presentations, project files, shipboard alteration and equipment facilities installation, including review of division business plans. Review of ECP's and AIT information, QA and including SOP (Standard Operating Procedures) development and documentation review. Review of IA compliance documents and respond to data calls and fleet support requests for the Guns Division. Preparation of technical documentation/presentations and review of NDE/SCD maintenance for shipboard alterations as directed. In addition, the contractor shall create an Exhibit and Display structure in an interactive and environmental fashion to inform, educate and demonstrate the process and importance of the Acquisition Support Group, its programs, its strategic processes and their results with a focus on informing and demonstrating to the visitor, client or candidates how these efforts positively impact the soldier and or the combat effort. The contractor shall create a structure that allows the Acquisition Support Group to incorporate their focus into the mission/story and create double duty or dual function structural element to perform as functioning work environments eliminating the need to create separate spaces, including and not limited to developing functioning workstation and meeting rooms within this environment. The contractor shall provide a turnkey solution in the development process including Brand development, collateral material design and production, graphic design and production, exhibit design and production that includes the original space enhancement of floor walls and ceiling, create new partition and display walls, furnishings and a stand alone comprehensive internal plug and play raceway system that interlocks physically and electrically integrates all display and partition walls. The contractor shall provide all exhibit, display and partition walls that are modular, portable and capable to be relocated on very short notice and so as to be transported as a traveling exhibit if need be. The period of performance will be for six (6) months and the contractor may be required to perform work at any naval location but primarily at the following locations: San Diego and Norfolk Naval Bases; Picatinny Arsenal, NJ and contractor site. In addition, MK 15 CIWS and MK38 Mod 2 MGS require for (4) technicians each with three (3) years of recent experience in supporting the installation of IT systems shipboard. 155MM MK51 Advanced Gun Systems requires four (4) program personnel. SPECIFICATIONS: Technicians for each system must have at least three (3) years of recent experience in the installation of MK 15 and M38 Mod 2 IT systems on US Navy Ships. Please provide a detailed description of where and when this experience was obtained. The 155MM MK51 requirements are the following to be performed at contractor site: Program Manager: Candidate must have a Master's degree in engineering or business from a recognized engineering or scientific discipline from an accredited college or university with twenty (20) years of related professional experience. Ten (10) years' experience must be in the direction and management of large scale Government programs with ten (10) or more individuals. The candidate must have a DAWIA Career Field Certification Level III or have been selected as a member of the Acquisition Professional Community. The candidate must have experience in the following areas: Navy gun weapon systems, Navy ordnance and environmental engineering, knowledge of compliance issues with Federal, State, Local environmental and OSH regulations. Candidate must have knowledge of DoD policies and directives. Candidate should have experience with automated systems to include database maintenance and ad hoc reporting. Must have ability to analyze and prepare documentation and possess the ability to identify and resolve complex problems. Activities include obtaining, analyzing, and evaluating complex textual and/or quantitative information to make comparisons among alternatives or to make recommendations for corrections or improvements in processes, operations, or policies. Organizes, directs, and, coordinates planning and production of all contract activities. Interfaces with client management including the Contracting Officer and the Contracting Officer's Representative (COR). Recruits personnel necessary to perform assigned tasks. Establishes and alters (as necessary) program organization to provide effective contract support. Assigns, schedules, and provides quality assurance of project team deliverable. Ensures conformance to task specifications and contract provisions. Project Manager: Candidate must have a Master's degree in engineering or business discipline from an accredited college or university with twenty (20) years professional experience. Candidate must have knowledge of DoD policies and directives. Experience to include at least ten (10) years of experience in the management and control of budgets, personnel, and material resources for Navy gun system engineering projects or contracts of this type and complexity. The candidate must have a DAWIA Career Field Certification Level III or have been selected as a member of the Acquisition Professional Community. Candidate should have experience with automated systems to include database maintenance and ad hoc reporting. Must have ability to analyze and prepare documentation and possess the ability to identify and resolve complex problems. Activities include obtaining, analyzing, and evaluating complex textual and/or quantitative information in order to make comparisons among alternatives or to make recommendations for corrections or improvements in processes, operations, or policies. Organizes, directs, and, coordinates planning and production of all contract activities. Interfaces with client management including the Contracting Officer and the Contracting Officer's Representative (COR). Recruits personnel necessary to perform assigned tasks. Establishes and alters (as necessary) program organization to provide effective contract support. Assigns, schedules, and provides quality assurance of project team deliverable. Senior Engineer: Candidate must have a Bachelor's degree in Engineering from a recognized engineering, scientific, technical discipline from an accredited college or university with twenty (20) years of related professional experience, with fifteen (15) years of that experience in the design, development, fabrication, manufacturer, modification, test and evaluation, installation, integration, and training, with regard to gun weapon systems and other related systems. The candidate must have a DAWIA Career Field Certification Level III or have been selected as a member of the Acquisition Professional Community. Must have 10 years specialized experience working with the design engineering planning for the MK 51, 155MM gun installed on the DDG-1000. This is a senior level position requiring little supervision to develop top level and detailed engineering designs, and develop optimized engineering solutions to complex problems. Must be able to direct, manage and participate in developing specifications, evaluating design/technology options, equipment testing, system architectures, and engineering documentation. Assists in the preparation of documentation such as engineering change proposals. Must be capable of preparing complex reports, briefings and presentations. Provides direct supervision to junior technical staff members. The candidate must have a high order of analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Must have knowledge and experience in work planning, task scheduling, work progress assessments, review with Government clients. Must direct and supervise junior technical staff, prepare complex technical documentation, conduct technical reviews, and make technical presentations. Senior Logistician: Candidate must have a Bachelor's degree in Engineering from a recognized engineering, scientific, technical discipline from an accredited college or university with twenty (20) years of related professional experience, with fifteen (15) years of that experience in the various elements of logistical support for gun weapons systems and other related systems. Those elements include, but are not limited to, technical documentation, supply support, maintenance, training, and configuration management. Must have ten (10) years specialized experience working with the logistics planning for the MK 51, 155MM gun installed on the DDG-1000. This is a senior level position requiring little supervision to develop top level and detailed integrated logistic support strategies that provide optimized solutions to complex problems. Must be able to direct, manage and participate in developing specifications, evaluating design/technology options, equipment testing, and documentation verification and validation. Assists in the preparation of documentation such as engineering change proposals, ordnance alterations, and maintenance requirement cards. Must be capable of preparing complex reports, briefings and presentations. Provides direct supervision to junior technical staff members. The candidate must have a high order of analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Must have knowledge and experience in work planning, task scheduling, work progress assessments and reviews with Government clients. Must direct and supervise junior technical staff, prepare complex technical documentation, conduct technical reviews, and make technical presentations.
