- U.S. Department of State Air Wing Program Support Office REQUEST FOR INFORMATION EO / IR Video Surveillance System for Rotary-Wing Aircraft THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. A ll costs associated with responding to this RFI will be solely at the interested party’s expense. A ny pricing provided is not binding but may be used for planning purposes. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please be advised that all submissions become Government property and will not be returned. 1.0 Description 1.1 B3 Solutions LLC, in support of the Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs Office of Aviation (INL/A) is seeking commercially available options (and rough order o magnitude pricing) for 3, all-weather EO/IR video surveillance systems with the capability to transmit HD/SDI video from aircraft to base and mobile stations for enhanced personnel, motorcade, and facility security. 2.0 Requirements for EO/IR video surveillance systems (to be used on rotary aircraft) · General requirements: · Capable of integration with rotary aircraft to minimize impacts associated with weight, vibration, shock, ground clearance, cabin space, and avoid safety issues such as emergency egress and hard landings · Compatible with existing and modified hardware mounting and data interfaces · Easily interchangeable between aircraft without lengthy engineering · Provide for ergonomic human interfaces compatible with aircrew personnel, procedures, equipment, and proficiency capabilities · System lighting, displays, controls and indicators should be optimized for viewing with the unaided eye and compatible with aircrew Night Vision Goggle (NVG) operations · Capability to point and maintain sensor line-of-sight to a known or designated georeferenced position · Point command and data shall be capable of interface with a digital map system, displays and a capability for turret control and/or video storage/datalink system · EO/IR Sensor Capability: · Simultaneous output of four or more camera systems including EO Color daylight, Infrared (Long Wave, Mid Wave, Short Wave), and Low Light capable cameras · Multiple fields of views (FOV) to enable airborne surveillance and targeting capabilities · Capable of detecting and decoding tactical overt and covert marking devices · Continuously variable Field of View (FOV), visibility and illumination capability through haze and other reduced visibility conditions · High Definition Video Capability: · Sensor camera outputs shall utilize commercial standards for both High Definition (HD) format of 1080p or better and Standard Definition (SD) formats · Optional multi-mode surveillance radar solution is desired · Data Downlink Capability: · Transmit HD/SDI video with metadata to fixed and mobile stations · Smallest data transmit pipeline would be 5 Mbps with the optimal being 20Mbps with a required range of downlink of at least 30 NM · Capability to detect, record, and transmit data in an electronically disruptive environment 2.1 Alternate UAS Solution (SUAS platforms with similar capabilities will be considered): · Equipped with Selective Availability Ant-Spoofing Module (SAASM) Global Positioning Systems (GPS), standard military configuration and M2 frequency 3.0 Responses 3.1 Interested parties are requested to respond to this RFI via email NLT October 16, 2017, 12:00pm EST to jpassmore@b3solutions.com and gscougall@b3solutions.com.
