- Description
- The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ is requesting information pertaining to the availability of reliable gaseous oxygen servicing carts. These carts are to be used to refill aircraft emergency oxygen cylinders to 3600 psig with aviator's breathing oxygen. The water volume of the emergency oxygen cylinders that will be filled is 130 cubic inches. The refilling shall be accomplished with a pressure cascading method and not with a boost pump. The carts shall be design designed to have two or more oxygen cylinders in accordance with RR-C-901E, Type I or ISO 9809-2 attached. Each oxygen cylinder shall be capable of being filled to a nominal pressure of 4,500 PSIG and have a capacity to store 500 SCF of oxygen. The cart shall be towable. The cart shall be able to be easily maneuvered around and underneath naval aircraft by one person. The cart shall be designed to facilitate replacement of the oxygen cylinders by one person and without the use of lifting equipment. The cart shall contain all components necessary such as regulators, flow restrictors, hose, valves, gages, etc. to safely refill aircraft emergency oxygen cylinders to 3600 psig. The cart shall be designed to withstand and operate outdoors in varying environmental conditions such as high and low temperatures, wind, and rain. The carts will also be used aboard naval aircraft carriers. The Government is seeking industry input to assist in identifying features and approaches to meet the general requirements described above. Please note that the Government will NOT be responsible for any costs incurred by interested parties responding to this RFI. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Interested sources should provide this gaseous oxygen servicing cart information and related data to keith.welge@navy.mil, no later than 30 days (with the reference being sooner) after the post date of this RFI. All information sent should reference this RFI number on the subject response line of the emailed response as well as on all enclosed documents. Responses must include the company name, address, point of contact name and email/phone, and company size. Proprietary data MUST be marked on a page-by-page basis and will be kept confidential and protected where so designated. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. Respondents may provide information and Rough Orders of Magnitude (ROM) on any currently available product or a company's' capabilities that will meet the Navy's requirements.
