Description
DESCRIPTION: Information is requested on the availability of ultra-violet (UV) camera lenses. 4 single field of view lenses are needed (approximately 10mm, 50mm, 102.4mm, 256mm). Theses lenses will be integrated with a Nikon F-mount. SYNOPSIS: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service. Further, at this time, the Navy is not seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. BACKGROUND: The Patuxent River Infrared Measurement team (PRISM) performs radiometric measurements of aerial targets for the Navy and other customers. PRISM requires lenses for cameras and spectrometers that are spectrally corrected in the entire 300-1100nm region to enable accurate measurement of targets across available instrument bands. Lens focal lengths are chosen to optimize the field of view of both an telescopic optical probe for a spectroradiometer and a c-mount optical camera. F to C mount adapters will be used to interface the lenses with the C-Mount cameras because the spectrometer requires an f-mount lens. OPTICAL REQUIREMENTS: Specification UV Lens Spectral Range 300nm to 1100nm (preferred 200nm to 1100nm) Focal Length Approximately 10,25,256,102.4 mm F-number f/22 - f/4 MTF 50% at 31.25 lp/mm across FOV Distortion Less than.1% Transmission >= 10% Image Circle 10mm diameter Chromatic Aberration <1% focus change across entire band Total Integrated Scatter <1% FUNCTIONAL/MECHANICAL REQUIREMENTS: Focus Control Local and Remote Motorized, Manual failover Focus update rate >= 10Hz Focus Repeatability +- 1 ft critical focus distance approached from front or back during same ambient conditions for any given set point Field of View Accuracy +-.5% Field of View vs Focus <.5% change in FOV between minimum focus and infinity. Optical interface Nikon F-mount Relative Humidity 5-95% Operating Temperature -25 to 55 C Storage Temperature -40 to 80 C Over voltage protection 120 VAC/VDC Environmental Protection Sealed from dust and moisture Lens Cover Metal, seals front optic when in place. Weight Estimate <25 lbs. DETAILED REQUIREMENTS: 1. Focus control: a. Control via switches on lens body i. Focus Near/Focus Far momentary switches b. Control via Digital Electronic interface (RS232, TCP/IP optional) i. Human readable command set ii. Focus point set via focus position counts c. Control via manual operation controls i. Failsafe control allows for manual operation of focus mechanism in the event of system failure. 2. Flare Rejection: a. Secondary reflections must be at least 120 dB below primary image. 3. Interoperability a. Contractor must provide an Interface Control Document (ICD) for all interfaces, to include but not limited to Mechanical, Optical, and Electrical interfaces. 4. Environment a. Lens shall be sealed to dirt, dust and moisture. b. Coatings and finishes shall be durable enough to withstand moderate weathering and routine handling by trained personnel. PURPOSE: The requested information is to estimate the quantity of viable suppliers, estimate the pricing of these lenses as a set and individually, and to estimate the lead time on production of these lenses. RESPONSE REQUIREMENTS: 1. Information on alternative solutions and similar systems is also requested. 2. All responses should include potential sources for products or services. 3. Budgetary estimates and delivery schedules for orders placed Oct 1 are requested but not required. 4. Interested parties are requested to submit responses in Microsoft Word for Office 2010, Times New Roman 12 font, and are due no later than _27 OCTOBER 2017 by 1400_EST. Responses shall be submitted via e-mail only to chris.a.robertson.ctr@navy.mil & mike.falco@navy.mil. 5. The response shall include the following as a minimum: a) Name, mailing address, phone number, and e-mail of designated point of contact. b) Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 333314-Optical Instrument and Lens Manufacturing. "Small Business Concern" means a concern, including its affiliates that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121.
