Description
Information is requested on the availability of a system for performing radiometric measurements between 300nm and 1100nm wavelength regions. This system will create a spectral image with both spatial and spectral resolution. This system will be compatible with C-Mount optics and perform a full measurement within a short period of time. All technologies will be considered, but ‘snapshot' techniques which capture a complete spectral image at once are preferred. SYNOPSIS: DISCLAIMER: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service. Further, at this time, the Navy is not seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. BACKGROUND: The Patuxent River Infrared Signature Measurement team (PRISM) provides radiometric measurements of fast moving aerial targets for Navy and other customers. PRISM requires an imaging spectroradiometer capable of measuring the spectral radiance of a scene quickly while still having a reasonable form-factor for mounting on a Kineto Tracking Mount (KTM). PRISM currently uses an interferometer based infrared imaging spectroradiometer with dimensions of about 2'x3'x4'. Although a hyperspectral instrument (over 100 bands in this case, more is better) is preferred, multispectral technologies will be considered, especially if they provide spectral imaging of an entire scene at once ("snapshot" imaging). SYSTEM REQUIREMENTS: Filters 3-6 filter positions, user changeable Trigger Speed At least 30Hz Control Remote control via computer (RS232, Ethernet, other serial interface) Mechanical interface Functions as an F-Mount to C-mount 'adapter' (F-Mount lens, C-mount camera) PURPOSE: The purpose of this request is to discover available technologies and suppliers, estimate pricing of the desired system, estimate lead time for the desired system, and receive feedback on alternative techniques. RESPONSE REQUIREMENTS: 1. Information on alternative solutions and similar systems is also requested. 2. All responses should include potential sources for such a system. 3. Budgetary estimates and delivery schedules for an order placed Oct 1 are requested but not required. Interested parties are requested to submit responses in Microsoft Word for Office 2010, Times New Roman 12 font, and are due no later than _27 OCTOBER 2017 by 1400_EST. Responses shall be submitted via e-mail only to chris.a.robertson.ctr@navy.mil & mike.falco@navy.mil. 4. The response shall include the following as a minimum: a) Name, mailing address, phone number, and e-mail of designated point of contact. b) Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 333314-Optical Instrument and Lens Manufacturing. "Small Business Concern" means a concern, including its affiliates that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121.
