- U.S. General Services Administration GSA Region 7 Leasing Division Justification for Other than Full and Open Competition Lease Number: GS-07P-LLA16476 Project Number: 7LA2190 Agency Name: 1. Identification and Description of Action Being Approved: The General Services Administration currently leases 84,657 rentable square feet (RSF) of office space tor9tat 3838 N. Causeway Blvd., Metairie, LA, under lease number GS-07P- LLA 16476. The current lease expired March 17, 2017. Approval is requested to execute a 2.5 year lease extension (30 months), with the incumbent landlord without full and open competition for continued occupancy at this leased location. It is recommended that GSA exercise this extension in order to bridge the gap between lease expiration and the long term procurement. The new/replacing lease action is in final negotiations and award is expected by May 31, 2017. 2. Description of Supplies or Services Required: The existing lease consists of 73,615 ABOA SF/ 84,657 RSF of space in Metairie, LA. The agency has confirmed that the office space supports their requirements and is capable of meeting their needs for an additional 2.5 years (30 months). The rate contained within the extension has an estimated contract value as follows: $23.17/RSF x 84,657 RSF= $1,961,502.69 annually x 2.5 Years (30 months) = $4,903,756.73 3. Identification of Statutory Authority: 41 U.S.C. 253(c) (1): Only one responsible source and no other supplies or services will satisfy agency requirements. 4.. Demonstration that the Acquisition Requires use of the Authority Cited: GSAM 570.405(c) specifies that FAR 6.302-1 applies to lease extensions in certain situations related to protecting the Governments current occupancy until replacement space is ready for occupancy. FAR 6.302-1 is the implementing regulation for 41 U.S.C. 253 (c)(1) - Only one responsible source and no other supplies or services will satisfy agency requirements. 5. Description of Efforts to Solicit as Many Offers as Practical: Exception to Advertising: GSAM 570.106(d) provides that the contracting officer need not publicize the proposed acquisition of a leasehold interest in real property by lease extension under the conditions defined in GSAM 570.405. 6. Demonstration that the Anticipated Cost will be Fair and Reasonable: In accordance with Federal Acquisition Regulation (FAR) 6.303-2(a)(7), the Contracting Officer determines by certifying this document that the anticipated cost to the Government of $23.17 per RSF for the entire requirement is fair and reasonable. On January 19, 2017, GSA conducted market research using the Bullseye Report. The Bullseye target is $21.06 per RSF. The LCRM, which consists of the Bullseye target + 10%, is $23.17 per RSF. We intend to negotiate a rate at or below the CLRM of $23.17 per RSF. 7. Description of the Market Survey Conducted: Market research was performed on January 19, 2017, using Bullseye data, which showed a target rental range of $21.06 per RSF and a LCRM target rate of $23.17 per RSF ($21.06 + 10%). Documentation is attached. 8. Other Facts Supporting the use of Other Than Full and Open Competition: The current Lessor is responsive and is meeting the requirements of the lease The current leased location meets the agency's requirements. 9. List of Sources that Expressed an Interest in the Acquisition: None. 10. Statement of Actions to Overcome Barriers to Competition: A fully competitive leasing action has been initiated for the long term procurement and is estimated to be awarded by May 31, 2017.
