- Redacted SSJ: Single Source Justification (Simplified Acquisition) Section A: General Contract Information Contracting Activity: AFLCMC/WNKAB Purchase Request/ FD2060-17-32680 Identification Number: Project/Program Name: Fuel Flow Meter Test Set (FFTS) Estimated Contract Cost: $XXXXX.XX (including Options): Section B: Description of the Supplies/Services Required The effort is a surplus buy of eight Fuel Flow Meter Test sets. This critical effort will provide the U.S. Air Force the equipment/aircraft availability rates it requires to avoid mission degradation. The eight units will provide the necessary support until the competitive replacement contractual effort is finalized. NSN: 6680-00-693-7943 8 EA Section C: Justification for Soliciting from a Single Source The urgent and compelling surplus buy effort ensures the U.S. Air Force will not be negatively affected by equipment unavailability. The current availability position of the FFTS is dire. The surplus buy is for legacy testers. The latest iteration of the tester was designed and built to the wrong specifications. The consequence of that oversight were an increase in critical back orders. In some instances Air Force units are operating with no option other than grounding aircraft if the current tester fails. The government has found acceptable surplus Testers from the following vendor to meet the Airforce need: ISO Group, Inc. 2350 Commerce Park Drive Palm Bay, FL Section D: Efforts to Obtain Competition The government finds itself in an urgent need to provide the war fighter with capabilities that this tester provides. The government used all available applications to obtain both a procurement history and a surplus inventory from a qualified company. The company identified can satisfy the government's urgent time line and requested inventory. The government will use this buy to cover the urgent need until the new tester can be acquired competitively. Section E: Steps to Preclude Future Single Source Awards A competitive effort was used in the procurement of the last iteration of the tester, 2007. The tester was deemed unsatisfactory for the user community and a new procurement effort began. The Government will continue to examine the marketplace through market research for additional competition in the new effort. The current effort is competitive and will be awarded in FY18.
