Description
The U.S. Department of Justice, Drug Enforcement Administration (DEA) intends to award a sole source purchase order to for aircraft foreign liability insurance in support of the DEA's Aviation Division (OA). All communication regarding this posting shall be in writing and be received by the archive date of this notice effective October 10, 2017. The proposed purchase order is for services for which the Government intends to solicit and negotiate only with CS&A Insurance - the only known vendor that will provide a master policy for blind coverage; Allow OA to complete their own insurance certificates for each mission; Allow OA to retain the insurance files for security reasons. This flexibility allows the pilots to operate OA aircraft with complete confidence that vital information is kept confidential and within the confines of the OA. The vendor also allows for blind coverage to keep OA's flights anonymous by offering blind coverage and by waving insurance requirements such as: Destination of the aircraft; purpose of trip; pilots names and aircraft ratings; aircraft's home station; aircraft make, model and registration. In accordance with Competition in Contracting Act, 41 USC 253(c) (1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. The following FAR Part 12.3 provisions and clauses are applicable to this acquisition: 52.212-4 (Feb 2007) Contract Terms and Conditions-Commercial Items and 52.212-5 (Apr 2008) Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. The Government anticipates the award of a firm-fixed price purchase order. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotation. A Request of Quotation (RFQ) is not available. This is not a Request for Quotation (RFQ).
