- Miscellaneous Operating Supplies and Paper Bags for Europe Solicitation HDEC05-18-R-0001 NAICS: 322220, Paper Bag and Coated and Treated Paper Manufacturing PSC: 8135 Containers, Packaging and Packing Supplies Contract Specialist Jason M. Reedy, 804-734-8000 Ext 49815 The Defense Commissary Agency (DeCA) has a requirement for miscellaneous commercial operating supplies and paper grocery bags necessary to operate a retail grocery chain. The standardized supplies will be solicited on a full and open (unrestricted) basis under NAICS 322220. One contract award will be made. Please see the attached **draft** supply list which shows **estimated** annual quantities by item (Attachment A). (Item Descriptions may change. Economic Price Adjustments (EPA) will be allowed every four months for commodity price changes. EPA Items are noted as such on Attachment A. Successful offer will select commodity information from a list of available commodity types. DeCA will choose commodity price index to be used for all EPA changes. All items on the solicitation list must adhere to DFARS 252.225-7021, Trade Agreements. Each item must be represented on a Letter of Supply (template will be included in the solicitation) showing the allowable source country in order to be considered for award. The anticipated solicitation release date is October 10, 2017 with an anticipated response date and time of November 16, 2017 at 4:00 PM EST. The resultant Indefinite Delivery/Requirements contract will be firm fixed price with economic price adjustment whereby individual cardholders at the Germersheim Central Distribution Center (CDC) will place orders for delivery intermittently (typically monthly). One contract will be awarded with a base period of performance of up to 12 months ending on January 31, 2019, with four additional one year option periods for each contract. Contractors must be registered with the System for Acquisition Management (www.SAM.gov) in order to be eligible for a contract award. FAR and DFARS representations and certifications must also be completed online and must show NAICS 322220 in the documentation. The solicitation and any amendments will be available at www.fedbizopps.gov under ODA (Other Defense Agencies), Defense Commissary Agency, HDEC05-18-R-0001. Potential offerors must use this web site to obtain a copy of this solicitation. All responsible sources must submit an offer by the solicitation closing date and time to be eligible for award.
