The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for Mail and Distribution Services. The FAA contemplates award of an Indefinite Delivery/Requirements type contract for a 1-year base period with four 1-year option periods. Your attention is directed to Section L of Screening Information Request (SIR)/Request for Offer (RFO) DTFAAC-17-R-00177 for instructions for preparation and submission of proposals. THIS PROCUREMENT IS FULLY SET-ASIDE FOR SEDB 8(a) SMALL BUSINESSES. The NAICS code applicable to this requirement is 561499 All Other Business Support Services. The business size standard for this NAICS is $15.0 million. Contractors must be registered with the System for Award Management, www.sam.gov on the date established for receipt of offers (November 09, 2017). Reference AMS Clause 3.3.1-33, paragraph (d), �if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror. � Proposals must be received electronically by the FAA Contract Specialist, stephanie.riddle@faa.gov, no later than 2:00 p.m. CT, November 09, 2017. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at MMAC. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 2:00 p.m. CT, November 09, 2017, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals. All questions must be received by 2:00 p.m. CST on October 25, 2017 to ensure adequate response time.
