Description
NOTICE OF SOLE SOURCE AWARD The Department of Veterans Affairs, Network Contracting Office 4, awarded a Sole Source, Firm-Fixed Price contract to DATAWORKS Development Inc., 6608 216th SW STE 100, Mountlake Terrace, WA 98043 in the amount of $29,250.00 to provide a biorepository system customizable to a minimum of 2000 user defined fields, configurable user permissions, tailored lock out, and biorepository roles with specific study permissions, in support of the Research Wet Labs, at the VA Pittsburgh Healthcare, University Drive C, Research Building 30, Attn: Janelle Altman, Pittsburgh Pa, 15240. DATAWORKS Development Inc., a small business concern, was awarded VA244-17-P -6509 for a biorepository system with ability to create a minimum of 2,000 separate user defined field, configurable user permissions, tailored lock out, and biorepository roles with specific study permissions, and a checking/check out tracking feature inherent to the system for inventory tracking purposes. In support of the Wet Labs, at the VA Pittsburgh Healthcare, University Drive C, Research Building 30, Pittsburgh Pa, 15240. This requirement has been determined to be available from only one responsible source and no other supplies or services will satisfy agency requirement. DATAWORKS solution, Freezerworks with DATAWORKs hardware, is unique and available with post-award betterments to the level of support only from DATAWORKS. Therefore, categorizing the supplies and related equipment as specialized equipment and proprietary to in large part to DATAWORKS, and not otherwise available to the Government. No other Small Business Concerns, or other business concerns have been identified that can provide meet the salient characteristics related to post award support: Lifetime scheduled maintenance releases (at least one per year) Lifetime software upgrades (at least one every two years) Initial training on Freezerworks: Reduced costs future Training Camps and Users Group Meetings Required routine telephone Technical support during regular business hours Emergency Tech Support for first year free - 24 hour support 24HR Response for electronic Technical support by email (response within 1 business day) Remote technical support via Online Meeting Membership in the Freezerworks Users Group Training program for new users Freezerworks products Additionally there are proprietary issues concerning the hardware; the hardware, proprietary to DATAWORKS, is initialized and tested with Freezerworks, third party hardward will void warranty and licensing concerns which in turns increases the risk to the government related to warranty enforcement. The period of performance will be 30 calendar days after receipt of order. The award was be made on or about 29 September, 2017. The NAICS Code, 511210 Software Publishers, $38.5M were used. This notice is NOT a request for quotes, or a solicitation of offers, or an invitation for bids. The Government does not anticipate receiving responses to this notice; however, all responsible sources may submit a capability statement, proposal, or quotation, which may be considered by the agency for future requirements. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
