Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. The NAVSUP Fleet Logistics Center, San Diego (FLCSD) is conducting a market survey to determine the interest and availability of small business (SB) concerns to participate in a competitive acquisition for non-commercial Mobile Training Team service in support of Naval Education and Training Security Assistance Field Activity (NETSAFA), located at the Naval Air Station (NAS) in Pensacola, Florida. NAVSUP FLCSD has not made any determination yet on the method of competition or where to source this requirement. NAVSUP FLCSD is seeking potential SB service providers that are capable of providing LOFAR (Low Frequency and Ranging) Gram Analysis (LOFARGRAM) training content development (including PowerPoint presentations) and classroom instruction to be provided for the Taiwanese Navy. Interested SB providers should submit Capability Statement (not more than 10 pages) describing its resources, personnel qualifications and experiences to meet the scope and tasks included in the attached Draft Performance Work Statement (PWS). Interested SB firms should also provide verifiable past performance information on Government contracts of similar nature, size, scope and complexity. NAVSUP FLCSD reserves the right to determine if SB set-aside is appropriate as well as set-aside or sole-source (when authorized) to one of the various SB socio-economic programs (Women Owned, or HUBZone, Service-Disabled Veteran-Owned, or 8(a) program) based on information gathered from responses to this notice and other source(s). The NAVSUP FLCSD may entertain procurement through Seaport-e (http://www.seaport.navy.mil/) or non-Schedule GSA (https://www.gsa.gov/) contract if the required service is available. In order for NAVSUP FLCSD to make a determination, it is strongly emphasized that interested SB concerns should respond to this notice and provide sufficient written information to indicate their capacity and capability to successfully meet the PWS requirement. Business information should include: (1) small business category and socio-economic program classification; (2) DUNS number; (2) CAGE code; (3) Government Contract number(s) “ Seaport-e and/or GSA; and (4) Entity Point of Contact information. Send responses, and questions, electronically to Mr. Norman Florida, Contract Specialist, via email at address norman.florida@navy.mil. Responses are due no later than 11:00 AM San Diego, California time on 16 October 2017. Use - SOURCES SOUGHT_LOFARGRAM - in the subject line of the email response. Telephone request for information will not be honored. No request for debriefs will be honored as a result of this notice. The Government will not reimburse any costs incurred while preparing and responding to this notice. Firms submitting data are responsible for appropriately marking proprietary information and limit of use, when applicable.
