- LIMITED SOURCE JUSTIFICATION PURSUANT TO FAR 13.106-1 Contract Capacity: $140,000. US Army Corps of Engineers, Seattle District intends to solicit on a sole source basis under the authority of FAR 13.106-1(b) to Science and Engineering for the Environment, LLC (SEE). Only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is to purchase specialized experience to conduct technical reviews of Strategic Environmental Research and Development Program (SERDP) and Environmental Security Technology Certification Program (ESTCP) funded projects. Contracting with a different entity would result in additional costs to the Government as the contractor would have to gain the knowledge currently retained by the anticipated sole source. Procuring support directly from the sole source results in lower costs and greater efficiency. Continued support from SEE will enable the SERDP/ESTCP office to complete ongoing projects efficiently, complete planned guidance and retain significant program knowledge and information. The North American Industry Classification System (NAICS) for this requirement is 541690. Interested persons may identify their interest, in writing, to the Government point of contact. Responses to this notice must be received no later than 10:00 AM, Pacific Standard Time, 23 October 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
