Description
The interim bridge task order provides the EPA Office of Environmental Information (OEI) continued IT support for the development and deployment of enhancements to the legacy Envirofacts website and data warehouse. The following tasks are required. Task 1: Project Management Task 2: Meeting and Outreach Support Task 3: Legacy Envirofacts Databases and Related Web-Based Applications Task 4: Data Platform Task 5: Data Science and Analytics Task 6: Data Visualization Task 7: Geospatial Analytics and Application Development Task 8: End User Products/Interface Development Task 9: Information Technology (IT) Technical Documentation Support Task 10: Transition Plan The period of performance of the interim bridge task order is seven (7) months, from October 2, 2017 through May 1, 2018. Plus 6 month option to extend services. The acquisition was conducted under the authority of Federal Acquisition Regulation (FAR) Subpart 16.5-Indefinite-Delivery Contracts, in accordance with the Exceptions to the fair opportunity procedure 16.505(b)(2)(i)(B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. SAIC, is the only company capable of providing continuity of service for the highly specialized and EPA unique effort. EPA data, cloud services and access to applications is being provided to EPA by SAIC on a third party contract that SAIC holds with Amazon. SAIC provides cloud access and web services for over 100 software components; over 25 EPA unique systems and applications; and an additional 25 Amazon Cloud Solution services described in the Performance Work Statement. SAIC controls a purchasing agreement with Amazon that is used to store EPA applications and the EPA data warehouse. If the access to the Cloud stops, it will eliminate the access to critical public environmental data. The impact would be global with over 5.5 Million recorded web page hits against the Envirofacts web site, and 17.5 Million database hits against the Envirofacts Warehouse per month. The Envirofacts web site is just one of the many systems that SAIC is managing. In addition, SAIC has begun a modernization effort that is only partially complete. Only SAIC is in a position to complete the modernization project because the company solely has access to the data that is affected. Note that the EPA team has lost significant technical expertise that has adversely impacted its ability to develop the requirements documents sufficiently to facilitate fair opportunity among competitors. It is in the best interest of the Government to have SAIC complete the modernization effort during the bridge effort as switching contractors midstream will impact both the schedule and quality of the modernization effort. A competition with a long term solution is not possible without the risk of a break in service at this time. In order to mitigate the risk of a burdensome, cost-extensive delay, a bridge tasks order issued to SAIC has been determined to be the only short term procurement solution. SAIC is the only company available that has the capability to maintain and operate EPAs unique and very specialized existing systems. SAIC holds the applicable application agreement to support critical mission requirements and required to complete existing requirements for modernization. SAIC is the only company that can provide these highly specialized services for temporary application maintenance support, deployment, and enhancement support of Envirofacts and will avoid a break in service while a competitive long term solution is developed by GSA. Any service or support gap would bring about significant risk to American citizens and the U.S. Government. This exception to fair opportunity action serves only as an interim solution to provide the continuity of mission critical services until the new procurement can be competed and awarded. The base performance period is limited to seven months, which is the minimum amount of time required to complete a competitive, long term contract for continued support. This interim bridge task order will allow the Government sufficient time to develop requirements to compete a long term contract for support. This interim bridge task order will include FAR clause 52.217-8, Option to Extend Services, to allow up to an additional 6 months of service support in the event of a replacement contract/task order not being in place due to unanticipated delays. The Government intends to fully compete the new procurement under the vehicle determined to be the best fit for successful fulfillment of the requirement.
