Medical Equipment Repair and Replacement Parts Purchasing REQUEST FOR INFORMATION Background. 1. The Military Services have recurring requirements for medical equipment repair and replacement parts. The Military Services have a medical equipment repair capability around the globe in support of both enduring military engagements and regional support requirements. Medical equipment used by deployed forces (e.g. in Afghanistan) is returned to one of these facilities for repair, refurbishment or replacement when the repair exceeds the deployed unit's maintenance capability. While most of the parts ordering will occur from these locations, there are numerous other sites in the US that will be placing parts orders. 2. General. This Request for Information (RFI) is a market research effort undertaken by the Government for information gathering purposes. The information will be used to determine the viability of establishing long term contracts with commercial vendors to furnish new (not used or refurbished) Original Equipment Manufacturer (OEM) medical equipment repair parts for various medical equipment items. 3. Specific Information. a) It is anticipated that parts will be ordered using the Medical Electronic Catalog (ECAT) ordering system. Ordering and payment procedures specified under the Medical Equipment ECAT Program Solicitation will be followed for each order. Copies of this solicitation are available from the Contracting POC identified below. b) The attached list of medical equipment makes and models accurately represent the type of equipment for which parts will be ordered. As equipment models are replaced and/or upgraded, the list of required repair parts will be updated accordingly. c) It is desired that delivery of ordered parts be FOB Destination for all locations, including OCONUS locations. Vendors may offer separate pricing (i.e. separate catalogs) to account for shipment to OCONUS locations. Indicate if your company is unable to ship directly to OCONUS. d) Individual orders may have separate Mark For requirements. e) All items in an order shall be shipped together unless partial shipments are authorized at the time of order. f) The estimated value of parts ordering is estimated at approximately $4 to 6 Million annually. 4. Feedback Requested. The purpose of this RFI is to assess the commercial industry's ability and/or capabilities to provide medical equipment repair parts for various medical equipment items. The response to the structured questions listed below will provide DLA Troop Support with the desired information. Respondents are encouraged to provide any additional information including relative topics outside of the specific information requested. a) Does your firm currently have the ability to provide new OEM repair and replacement (i.e. batteries, durable accessories required for operation, etc..) parts for some or all of the medical equipment identified herein? b) Would your company be interested in responding to the Medical Equipment ECAT solicitation with a proposal to establish a long-term contract to furnish repair parts as identified herein? If not, please identify the primary reasons you are not interested. c) Does your company have an established commercial catalog for some or all of the repair parts identified herein? d) Would your company be able to furnish a fixed price proposal based on your commercial catalog for some or all of the repair parts identified herein? Fixed prices may be adjusted a maximum of two times per year as specified in an Economic Price Adjustment (EPA) clause in the ECAT Solicitation. If you are unable to furnish a fixed price proposal, please explain your commercial pricing methodology for this product line for feasibility of allowing the government to enter into an agreement. e) Do you have any comments or concerns with the specific information provided in Section 3 above? f) Is there any information or requirement(s) that you feel is relative to the RFI that is missing? 5. Government Liability. Any information provided in response to this RFI will be considered and treated as unrestricted information which can be used by the Government in any future planning or acquisitions. DLA Troop Support will not award a contract in response to this RFI. All information, comments and suggestions determined to be beneficial to DLA Troop Support may be incorporated into future acquisition documents, including solicitations or contracts, without identifying the source or obtaining prior approval from the source. The Government shall not be responsible or liable for any costs incurred by any party in the preparation and submission of any response to this RFI. 6. Attachments.
