Description

Reference is made to Solicitation W912DQ-17-B-1013 for the Stockton Lake Wire Rope Replacement, only one bid was received in response to this solicitation. As a result, the Contract Officer was unable to determine the reasonableness of bid price due to the lack of competition. In accordance with DFARS 215.371-3, this acquisition was required to be completed through negotiations. A request for certified cost or pricing data was requested from the sole bidder. Puissant to 'UAI 5136.205-100 Statutory cost limitations - Civil Works contracts and IAW 33 U.S.C. 624, no Civil Works construction contract shall be awarded if the contract price exceeds the Government estimate by more than 25%' the proposed price exceeded the IGE by more than 25% therefore no award could be made.
