- This Small Business Sources Sought Notice (SBSS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this Sources Sought Notice is to identify qualified economically disadvantaged women owned small businesses (EDWOSBs) concerns that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a EDWOSB under the applicable NAICS code should not submit a response to this notice. This requirement is assigned North American Industry Classification System (NAICS) code 561499 with a size standard of annual receipts of $15M is being considered. As a result of this Sources Sought Notice, the NCI may issue a Request for Quotation (RFQ) through FedBizOpps. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought Notice or the NCI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The purpose of this requirement is to acquire Business Analyst services to achieve a better understanding of the business processes of the Federally Funded Research and Development Center (FFRDC). Evaluate how the FFRDC Contractor business systems currently interact with the Federal Systems the Government is required to use and facilitate the integration of the systems. Background The Frederick National Laboratory for Cancer Research (FNLCR) is a Government-Owned Contractor-Operated (GOCO), Federally Funded Research and Development Center (FFRDC), sponsored by the National Institutes of Health (NIH), and established in accordance with Federal Acquisition Regulation (FAR) 35.017. The Government utilizes federal, DHHS, NIH, and NCI business systems for the conduct and reporting of business actions. The Operator of the FFRDC must maintain electronic business systems for GOCO operations and activities. The current Federal and Contractor business systems environment needs to reflect a comprehensive understanding and integration of these systems. The Business Analyst services will focus on business processes and business intelligence associated with the systems used in operation of the FFRDC, and identification of areas for systems and process improvement. These processes may include Government systems and processes as well as Contractor systems and processes. Consultation with Government Subject Matter Experts will also be required throughout. Project Requirement Some of the major services provided by the Business Analyst include the following: Requirement 1 - Business Analysis/Requirements Management The Business Analyst shall support efforts to analyze, document, and report on business processes and rules, analyze and document requirements for potential systems development, and communicate this information to Government Stakeholders. Activities shall include, but are not limited to the following tasks: • Obtain business requirement from Management Operations & Support Branch (MOSB), Office of Science Operations (OSO), and external customers. • Identify data fields and sources that map back to requirements • Assist in the development of "to-be" business processes based on input from stakeholders. • Provide multiple draft releases to define reporting requirements and solution components. • Meet with management and provide facilitation. • Research and advise management on requirement best practice approaches. • Work with stakeholders to define resultant requirements, as identified by the Contracting Officer's Representative (COR). • Consult with government and government contractor's subject matter experts (SMEs) to design a master report structure that includes but is not limited to financial obligations, awards, allocations, disbursements, and balances at the individual project level for NIH tasks conducted at the FNLCR. The report structure design will utilize systems such as but not limited to the NIH Business System, FNLCR CostPoint, Cognos, and related data applications. • Pilot reporting solution with end customer before deployment • Leverage database developed to catalog tables and views that blend CostPoint and NBS data. • Document front-end development and solution components • Develop a data dictionary and nVDS maintenance schedule (MOPS document) Requirement 2 - Integration, Analysis and Support The Business Analyst shall support various efforts to analyze, develop, manage, administer or review discrete project management activities within and between administrative and operational domains. Activities shall include, but are not limited to the following tasks: • Prepare and document project plans for each task assignment including charters, project plans, requirements specifications, and Project Management activities. • Prepare and deliver project plan presentations for management and other stakeholders. • Monitor and execute against the plans. • Prepare and deliver project approach documentation describing best practices, implementation guidelines, and task approaches for task assignments. • Support project level risk management and reporting requirements. • Support IAA reconciliation for OSO. IAAs primarily related to collections from other agencies by working with the stakeholders (Office of Science Operation, Office of Financial Management, NIH Business System, Office of Budget and Finance, partner agency personnel). • Design and implement business processes and a database that compiles information from multiple government sources and transfers this information electronically to FFRDC contractor systems. The database will contain but is not limited to financial obligations, disbursements, balances at the individual project level for NIH tasks conducted at the FFRDC. How to Submit a Response: 1. Page Limitations: Interested qualified EDWOSB organizations should submit a tailored capability statement for this requirement not to exceed 10 single-sided pages including all attachments, resumes, charts, etc. (single spaced, 12-point font minimum) that clearly details the ability to perform the requirements of the notice described above. All proprietary information should be marked as such. Responses should include a minimum of a two-pages demonstrating experience over the past two years meeting the requirements of this notice. Statements should also include an indication of current certified EDWOSB status; this indication should be clearly marked on the first page of your capability statement (preferable placed under the eligible EDWOSB concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. 2. Due Date: Capability statements are due no later than 11:00 am. EST on October 26, 2017. 3. Delivery Point: All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the unique specifications described herein. Written responses can be emailed to Contract Specialist, Junli Collins, at junli.collins@nih.gov or mailed to the address located under Point of Contact. All questions must be in writing and emailed to junli.collins@nih.gov. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the System for Award Management (SAM) and the Online Representations and Certifications Applications (ORCA), through sam.gov. No collect calls will be accepted. Please reference number SSN-MOSB00006-JC on all correspondence. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, an RFQ may be published on FedBizOpps. However, responses to this notice will not be considered adequate responses to a solicitation(s).
