- THIS IS A PRESOLICITATION NOTICE OF AN UPCOMING REQUIREMENT, NOT A SOLICITATION The Bureau of Reclamation, Great Plains Region intends to solicit quotations for the development and revision of Standard Operating Procedures (SOP) for the Montana Area Office, Canyon Ferry Powerplant located in Helena, Montana. The SOPs will include, but is not limited to; emergency/abnormal operations, ratings and operation of major equipment and auxiliaries, major operational sequences, plant services, the Supervisory Control and Data Acquisition. The awarded contractor shall provide an electronic searchable copy of the SOPs. All employees of the awarded contractor that will work on this requirement will be required to successfully complete a background investigation, and be found suitable for work in a Government installation and have access to Government documentation. Pursuant to Part 12 and Part 13 of the Federal Acquisition Regulations, Reclamation intends to issue a Request for Quotation (RFQ) near the end of November 2017. Quotes will be due at least 30 days after the date of RFQ issuance. Reclamation anticipates issuing the RFQ set aside for small business. The applicable North American Industry Classification System (NAICS) Code is 561410 and the associated Small Business Size Standard is $15 million. The Government anticipates award of this procurement no later than February 2018. Reclamation will consider all responsible sources who submit a timely quote that conforms to the solicitation. Prospective offerors may submit quotes through the USPS mail, electronic mail to the address below, or through the Government Point of Entry. Award will be made based on price and other factors to be detailed in the RFQ. This requirement requires documenting services for a final product; however, on-site work at the Canyon Ferry location, information gathering, and technical writing are required. Any contractor interested in doing business with the Federal Government must register in the System for Award Management database prior to award of a contract or agreement. SAM is a Federal Government owned and operated FREE website at www.SAM.gov. All invoices for this procurement must be submitted through the Department of Treasury ¿s Internet Payment Platform located at www.IPP.gov.
