Description
The solicitation and any resultant contract will be a stewardship project in accordance with Section 323 of Public Law 108-7 (16 U.S.C. 2104 Note, as revised February 28, 2003 to reflect sec. 323 of J.J. Res 2 as enrolled), the Consolidated Appropriations Resolution, 2003, amending Public Law 105-277 sec 347. This project is being advertised for full and open competition. This acquisition has been tailored to fit the Governments need for trading goods for services. The Tomcat Stewardship Project is located on the Mt. Hough Ranger District, Plumas National Forest. The project includes removing approximately 6,225 CCF of Sawtimber as well as running an integrated biomass operation that will chip and remove 4,646 CCF of biomass, perform road maintenance, road reconstruction, and road obliteration. Additionally this project will require a temporary bridge to access units that lie on the other side of a small creek. Project Location - The Tomcat Stewardship Contract Area is located approximately 15 miles northeast of the community of Taylorsville and 2 miles north of Antelope Lake Recreation Area in Plumas County, California; within the Mt. Hough Ranger District, Plumas National Forest. Best access from Taylorsville to the stewardship contract area is: FS 172, which includes PC 112 and 111 (Genesee Valley Road) and FS 29N43, then around Antelope Lake to the project area. The Government's estimate for construction is: between $25,000 to $100,000. The solicitation package will be uploaded approximately November 17, 2017. The date of award is expected to be within 60 days after the actual response date, which will be stated in the package and is subject to change with amendments to the solicitation. A prebid meeting will be held on Tuesday October 24th, 2017. The meeting location and time will be: The parking lot on the Antelope Lake Dam at 10:00 am. It is the contractor's responsibility to monitor the Federal Business Opportunities website for amendments. Please hold any technical questions until after review of the solicitation.
