- REQUEST FOR PROPOSALS _ HOUSING DEVELOPMENT OPPORTUNITY_NASA AMES_ISSUED 10/18/17 REQUEST FOR PROPOSALS HOUSING DEVELOPMENT OPPORTUNITY NASA Ames Research Center Moffett Field, California OPPORTUNITY SUMMARY: A. Scope of Opportunity The National Aeronautics and Space Administration (“NASA”) and the U.S. General Services Administration (“GSA”) have partnered to issue this Request for Proposals (“RFP”) to obtain proposals from highly qualified and financially capable developers to plan, finance, develop, operate, and maintain a rental residential housing with ancillary retail project (“Housing Project”) that: • Develops a minimum of 1,930 rental housing units and approximately 100,000 square feet of ancillary support retail and services. • Develops approximately 46 acres of prime Silicon Valley property. The primary objective of this opportunity is to build new housing at NASA Ames in Silicon Valley, as contemplated in the NASA Ames Development Plan (“NADP”). The proposed lease will provide an opportunity for an experienced developer to increase local housing stock and to enhance the functioning and ongoing development of a world-renowned research facility, located at Moffett Field, California. Through the RFP and subsequent lease agreement, NASA seeks to attain its goals to: • implement the housing mitigation measure contemplated by the NADP and the Record of Decision (“ROD”) to the Final Programmatic Environmental Impact Statement (“PEIS”); • promote the construction and occupancy of a minimum of 1,930 housing units, including a minimum of 10% of affordable units, and ancillary support retail and services; • maximize financial benefits to the Government; • obtain best value to the Government, through an open, public competition; • leverage the expertise of the real estate industry. Housing Project Development Milestones: • Ground lease and development agreement are executed no later than Fall 2018. • Complete infrastructure improvements by December 31, 2020. • Commence 1st vertical construction of a minimum of 300 units of rental residential in calendar year 2021 (or sooner). • Commence 2nd vertical construction of a minimum of an additional 300 units of rental residential in calendar year 2023 (or sooner). • Complete all construction of rental units by 2028. The Preferred Selected Lessee (“PSL”), as a lessee to NASA, will be required to comply with applicable laws, regulations and policies, including, but not limited to, environmental compliance.   B. Financial Requirements Implementation of the Housing Project will be the sole responsibility of the lessee pursuant to a long-term ground lease with NASA. This RFP is not a procurement and does not involve appropriated funds. The lessee will be required to make substantial improvements to the development site, including, but not limited to, planning, developing, operating and maintaining all buildings, infrastructure, and open space on the lease premises at its sole cost and expense. C. RFP Process Interested developers are asked to submit proposals for this unique opportunity in accordance with this RFP. Prior to the deadline for proposals, interested parties are invited to tour the property and to submit questions to further understand the opportunity and to assist with necessary due diligence. Based on timely submittals by Respondents, NASA and GSA will review and evaluate the proposals in accordance with the process and evaluation criteria stated herein. Upon completion of the evaluation the proposals, a PSL will be selected and referred to NASA for exclusive negotiations to enter into a long-term lease for the Housing Project. D. RFP Not a Solicitation This RFP is not a procurement of goods or services by NASA and NASA’s future selection of a PSL which it will enter into a long-term ground lease for development of the Housing Development Project does not constitute an action subject to the Federal Acquisition Regulations (“FAR”). E. Pre-Submittal Property Tours GSA will schedule tours for interested parties from October 24, 2017 through November 17, 2017, by appointment only. Tours will generally be held Tuesday and Thursday from 10 a.m. to 3 p.m local time in San Francisco, CA. Entities interested in a tour must contact GSA at least three business days in advance. The maximum number of participants per group is limited to (8) persons. F.
