- N00164-18-S-NB09 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - EXPEDITIONARY WARFARE MASTERS DEGREE PROGRAM - PSC U099 - NAICS 611310 Issue Date: 18 OCT 2017 - Closing Date: 03 NOV 2017 - 4:00 PM EASTERN Market Survey - REQUEST FOR INFORMATION SYNOPSIS: The Crane Division, Naval Surface Warfare Center (NSWC Crane) is seeking information for market research purposes relative to university Masters of Science Degree programs in Expeditionary Warfare. For the purposes of this Request for Information (RFI), Expeditionary Warfare is defined as operations conducted by maritime forces in the littoral, inshore, riparian (riverine) or coastal environments and is performed by Naval Expeditionary Combat Command, Naval Special Warfare, and the Marine Corps. NSWC Crane is seeking Information from universities which may provide the full set of classes leading to a Masters of Science Degree in Expeditionary Warfare. It is currently contemplated that this educational/training program may model a similar technical educational program currently operated out of the United States Army's Tank Automotive Research, Development and Engineering Center, located in Warren, Michigan. The program will provide an introduction to the underpinning technologies and their applications as applied by DOD engineers and scientist in design, development, prototyping, test and evaluation, procurement, and integration of Expeditionary Warfare systems. The course work should have significant theoretical content with the intent to develop critical thinking skills as well as technical knowledge. Examples, assignments, problem sets, lectures, presentation materials, and laboratory work should use military examples. The syllabus should provide course work in the following areas: 1. Weapon System Design: these courses should provide theoretical understanding of gun systems with a focus on internal, external, and terminal ballistics; gun and small arms principle of operation and design; and projectile and warhead design; guided weapons and their guidance control theory. 2. Electro-Optics: these courses provide an understanding of the Electro-optic and IR sensor technologies and an understanding of the underlying principles. The courses provide information on likely future advances in the field and an overview of how the technology fits in Expeditionary Warfare. 3. Military Vehicles: these courses provide a fundamental understanding of both wheeled and tracked vehicles and will address vehicle dynamics; power train technology and terramechanics; autonomous control; and an overview of fighting technologies involved in military vehicle design 4. Radar Principles: these classes provide a fundamental understanding of radar system design. 5. Electronic Warfare: these courses provide an understanding of electromagnetic propagation; antennas; and technologies relevant to Expeditionary Warfare. 6. Communication Systems: these courses provide an understanding of concepts and techniques used military communication systems and the threats and protect methods for communication systems. 7. Modelling and Simulation: these courses provide an introduction to mathematical modelling of the relevant course topics in the Matlab/Simulink environment. The courses must be part of an accredited engineering program. The accreditation must be through signatories of the Washington Accord and the accreditation must be within the signatories own jurisdiction. The purpose and objective of this announcement is to perform market research for the development of the Expeditionary Warfare Mater of Science degree for NSWC Crane and Department of Defense employees. The intent is to elicit comment from academia to assist NSWC Crane in developing this degree. NSWC Crane is seeking information in current degree programs or, if interested institutions do not currently offer the program, the efforts and time required to develop a program. This announcement is a public invitation. Failure to participate or provide written feedback to this RFI will not preclude abstaining vendors from providing proposals on possible future solicitations. This announcement is part of a full-, free-, and open-competition process, which encourages industry and academia to help shape Government requirements to match what is possible, affordable, and timely. Failure to provide written feedback may result in a future Government requirement set over which the abstaining institutions have limited influence in the acquisition process, and may deprive abstaining institutions of potentially valuable direct early interaction with contracting officials and acquisition planners. This announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any institutions or entities that respond to this announcement. Any costs incurred by interested institutions in response to this announcement will NOT be reimbursed. Interested parties are strongly encouraged to submit an initial synopsis (commonly referred to as a "white paper"). This white paper should not exceed twenty written pages (Times New Roman, 12 font) or twenty Microsoft PowerPoint slides, (exclusion of supporting information such as commercial literature, catalogues, manuals, etc.) with an executive summary (one page or less), an introduction, a suggested program structure, description of classes, and evidence of accreditation or an accreditation plan, list of pre-requisites, and suggested screening or acceptance criteria for students.
