- Notice of Intent for Sole Source Procurement Indiana Outreach and Admissions and Career Transition Services In accordance with Federal Acquisition Regulations part 5.201, the U.S. Department of Labor, Employment and Training Administration Office (DOL/ETA) hereby issues this notice of intent for a six-month sole source procurement. DOL/ETA intends to award a six-month sole source contract (with one, six month option) to American Business Corporation for the continued operation of the Indiana Outreach and Admissions and Career Transition Services located in the State of Indiana. The NAICS for this requirement is 611519. The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 USC 254(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy the agency requirements. Job Corps is a national residential training and employment program designed to prepare low-income youth to obtain and hold gainful employment or pursue further education or training. The contractor shall provide material, services, and all necessary personnel to operate a Job Corps Outreach/Admissions and Post Center Career Transition Services program. The basic purpose of this Outreach/Admissions program is to provide a comprehensive to ensure that sufficient numbers of disadvantaged youth between the ages of 16 and 24 are enrolled in specified Job Corps Centers. The basic purpose of the Post Center Career Transition Services System is to provide the necessary assistance and support to ensure that eligible students leaving the Job Corps program are placed into a job, the military, or additional training, and that program graduates receive the support necessary to retain employment long-term. The program shall be operated by a contractor for the U.S. Department of Labor in accordance with the Workforce Investment Act of 2014, Job Corps regulations and the Policy and Requirements Handbook. The anticipated Period of Performance is December 1, 2017, through May 30, 2018, with one, six month option. This is a notice of the intent to award a sole source contract. It is published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. No responses to the notice of intent to sole source are anticipated.
