Description
Sole Source Justification for the purchase of VizuAll, Inc. Net Insight Annual Software Support Services. LIMITED SOURCE JUSTIFICATION BRAND NAME 1. Identification of the Agency and the Contracting Activity: Broadcasting Board of Governors, Office of Contracting. 2. Nature and/or Description of Action Being Approved: This action will result in the issuance of a new firm fixed price contract. 3. Description of Product or Services Required to Meet the Agency’s Need Including the Estimated Value: Force 3, LLC. Cisco Licensing. The estimated value is $51,521.04. 4. The Authority and Supporting Rationale: This acquisition is being conducted under the authority of the Multiple Award Schedule Program Federal Acquisition Regulation Part 8.401, Part 8.405-6 and 41 U.S.C. 152 (3). This requirement is to procure brand name Cisco software and system support for the Broad Casting Board of Governors. This includes Cisco Licensing and Service Credit required to be delivered by September 30, 2017. This Cisco Licensing and Service Credit acquisition effort is for software licensing and service credits to deliver software licensing and onsite software and system support services to assist the Agency personnel with provisioning and deploying wired 802.1x network access security services. Cisco software is the only software that is compatible in all aspects with existing systems presently installed. The current equipment is Cisco brand hardware, software and systems, and the new item/service must coordinate, connect, or interface with the existing system by being the same in all manner as that which is currently in service by the Agency. 5. A Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value: Orders issued under this limited sources justification represent the best value to BBG as the agreed to prices will be based upon competitive quotes received from authorized resellers of the brand in a competitive environment. Therefore the price paid is fair and reasonable and represent the best value and lowest overall cost to the Government. 6. A Description of the Market Research Conducted: The International Broadcasting Bureau has performed market research to find a solution that will meet its needs and solve its problems of compatibility and reliability. It performed internet searches as well as GSA Advantage, the System for Award Management (SAM), previous purchases of similar acquisitions, phone calls, and company catalogues. 7. Any Other Facts Supporting the Justification: The nature of the proposed acquisition requires use of the brand name authority cited because of the Agency’s need to maintain a high level of compatibility and interoperability with the existing desktop computer image. The material and/or service must be compatible in all aspects (form, fit and function) with existing systems presently installed. The current equipment is manufactured by Cisco and any new items/services must coordinate, connect or interface with the existing system in order to maintain high efficiency and standardization. 8. Statement of Actions, if any, The Agency May Take To Remove Barriers to Competition in the Future: The Broadcasting Board of Governors will make efforts to obtain competition by soliciting offers from as many potential sources as is practicable under the circumstances. The Broadcasting Board of Governors plans to publish a synopsis of this requirement in FedBizOpps to survey the market place to discover the capability of industry to meet its needs prior to the expiration of the proposed contract in order to ensure that this requirement will be open to other potential sources in the future.
