- Description
- The Federal Bureau of Investigation, Facilities and Finance Division, Procurement Section intends to award a contract for flight simulator/flight training device services. The instructional services to be procured will be associated with a Model 182 and/or 206 aircraft produced by Cessna/Textron Aviation, which is properly equipped with a Model G-1000 NXi Integrated Flight Deck that is produced by Garmin, Ltd. The instruction shall focus heavily on G-1000 normal and emergency procedures, as well as weather (including icing), applicable federal aviation regulations/airman's information manual, and systems (including instrument) procedures. The associated training curriculum will be jointly produced, with the FBI's Technical Representative(s) contributing information relative to FBI-unique circumstances and/or requirements. The successful offeror shall provide training simultaneously for up to four (4) FBI students, and provide training for up to one-hundred and fifty (150) FBI students annually. FBI students that successfully complete the training program shall be endorsed by the successful offeror's company/organization for an instrument proficiency check (IPC) conducted in accordance with Federal Aviation Regulation (FAR) 61.57. Potential offerors are invited to submit information that demonstrates their capabilities to provide the instructional services delineated above. The format of any information submitted is at the potential offeror's discretion subject to the following: a) no more than ten (10) pages (printing on both sides of a piece of paper is considered to be two (2) pages) of information, b) a clear declaration of the potential offeror's size, as dictated by the North American Industry Classification System (NAICS) and Small Business Administration (the applicable NAICS Code is 611512, therefore the threshold for designation as a small business is less than or equal to $27.5M in average annual receipts), c) a clear designation as to the potential offeror's Point of Contact and her/his applicable contact information, and d) the clear identification of any Federal Supply Schedule(s) and/or Multiple Award Contract(s) currently held by the potential offeror.
