Description
The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to The Boeing Company for the non-recurring engineering associated with the retrofit installation of the 24-channel Fiber Channel Network Switch (FCNS-24) into fleet EA-18G aircraft to include complete interface with weapons platform hardware and software. This requirement includes updates to integrated logistics systems data, provisioning, and upgrade to existing technical publications. The resulting FCNS-24 configuration will be two-way interchageable with the FCNS-16 for the affected EA-18G aircraft, and will not require any modification to the airframe. The acquisition will be procured under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing), and is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Boeing Company is the manufacturer of the EA-18G aircraft, and as such, possesses the requisite technical data, knowledge, and special skills needed to fabricate and design hardware and software systems for integration, and operation to meet the Navy's requirements. This synopsis is for informational purposes only and is not a request for competitive proposals. Responsible sources may submit a Statement of Capability and Qualifications to the Contract Specialist listed demonstrating their ability to perform the Government's requirement and shall provide proof of approved facility and personnel clearances necessary to meet the delivery schedule required within 15 days from the publication date of this announcement. The Government will utilize the capability statements received solely to confirm the sole source acquisition approach or to reconsider a competitive procurement. A determination not to compete this requirement is solely within the discretion of the United States Government. For subcontracting opportunities, please contact Mr. Matthew Biehl with The Boeing Company at (314) 232-6157.
