- Draft JOFOC The U.S. Department of Transportation (DOT), Federal Highway Administration (FHWA), intends to issue a modification to increase the ceiling and scope of Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract, DTFH6116D00055 with the Institute of Transportation Engineers (ITE), 1627 I St NW #600, Washington, DC 20006, in support of Operations Support Activities to Improve Transportation System Operations. The authority for the sole source shall be, on a sole-source basis using the authority 41 U.S.C. 3304(a)(5), FAR 6.302-5 " Authorized or Required by Statute." "A statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source." The Fixing America's Surface Transportation Act (FAST Act) TITLE VI, Sec. 6008. Intelligent Transportation System National Architecture and Standards continues SAFETEA-LU Title V, Subtitle C, Section 5307 requirements that states that "the Secretary shall develop, implement, and maintain a national architecture and supporting standards and protocols to promote the widespread use and evaluation of intelligent transportation systems technology..." Paragraph (a) (3) states that "In carrying out this section, the Secretary shall use the services of such standards development organizations as the Secretary determines to be appropriate." ITE is considered to be uniquely qualified to perform the requirement, since ITE is a standards development organization. This notice serves as notice of intent to award a modification under the current contract and is not a request for proposals and no solicitation is forthcoming. However, responsible sources that believe they can perform these services in their entirety must submit a written notification of interest and capability statement by 12:00pm Eastern Daylight Time (EDT), Monday, November 6, 2017 which will be considered by the agency. FHWA will not be responsible for any costs incurred in response to this notice. Capability statements shall be submitted to the Contract Specialist at camille.murray@dot.gov. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. This notice in no way obligates the Government to award any modification to the existing contact.
