This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95 effective January 19, 2017. The associated North American Industrial Classification System (NAICS) code for this procurement is 541611, with a small business size standard of $15 Million. The Program Contracting Activity Central (PCAC) is seeking the services of a qualified vendor to provide the VA with fiscal year (FY) 2020 & 2021 Multi-Cycle Strategic Capital Investment Planning (SCIP) Process Support and Execution. The Department of Veterans Affairs (VA), Office of Asset Enterprise Management (OAEM), is held accountable for meeting several requirements pertaining to its capital asset management. Capital asset initiatives, which include the enhanced-use lease (EUL) program and the Strategic Capital Investment Planning (SCIP) process, are coordinated to ensure capital investments are based on sound business practices and principles and, most importantly, meet Veterans health care, benefits and burial needs.
